HomeMy WebLinkAbout020779 RES - 09/19/1989RESOLUTION REQUESTING THE TASK FORCE ON PUBLIC UTILITY REGULATION TO SUPPORT THE CONTINUED RIGHT OF MUNICIPALITIES TO PARTICIPATE IN UTILITY RATE CASES AND TO RETAIN ORIGINAL JURISDICTION OVER ELECTRIC UTILITIES, AND TO OPPOSE ANY LEGISLATIVE CHANGES WHICH WOULD DIMINISH PARTICIPATION IN THE REGULATORY PROCESS OR RESULT IN INCREASING ELECTRIC AND TELEPHONE UTILITY RATES AND THEREFORE, HINDER ECONOMIC DEVELOPMENT. WHEREAS, a nine -member "Task Force on Public Utility Regulation" has been appointed by the Governor, Lieutenant Governor, and Speaker of the House of Representatives; and, WHEREAS, the Task Force is to examine broadly the authority, organization, management, and operations of the entities created under the Public Utility Regulatory Act, including the PUC; and, WHEREAS, the public interest is best served by the ability of the public to participate in rate proceedings through their local bodies of government; and WHEREAS, the public interest is best served by a strong system of local self-government including the regulation of public utilities; and WHEREAS, the present opportunity for participation in the regulatory process by interested parties should not be diminished; and WHEREAS, present problems with the Public Utility Commission are not primarily due to a defective regulatory structure or jurisdiction of the Public Utility Commission of Texas; and 89JB002.003.dv MIGIIPT11-MED WHEREAS, the normal legislative Sunset Review of the Public Utility Commission of Texas is scheduled for 1993; NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF CORPUS CHRISTI, TEXAS: 1. That the Task Force is strongly urged to reject any recommendation which would diminish the regulatory jurisdiction of municipalities or the right or ability of municipalities to participate in utility rate cases. 2. That the Task Force is strongly urged to reject any recommendation which would reduce participation by citizens and groups in the regulatory process. 3. That the Task force is strongly urged to reject any structural changes which would result in increasing electric and telephone utility rates and, therefore, hinder economic development. 4. That the Task Force is strongly urged to maintain cities' original jurisdiction and right to participation in utility rate cases including the recovery of cities' reasonable expenses in the same manner that utility companies recover their reasonable rate case expenses.
