HomeMy WebLinkAbout020806 RES - 10/31/1989A RESOLUTION DESIGNATING AN ENTERPRISE ZONE UNDER THE TEXAS ENTERPRISE ZONE ACT, ART. 5190.7, V.T.C.S WHEREAS, the City Council ol. the City of Corpus Christi, Texas (She "City") desires to create an economic and social environmentwhich will_ :induce the investment of private resources in productive business enterprises Located in the severely distressed area of the City, and will provide employment to residents of such area; and WHEREAS, the City hereby Linds that the area of the City described in ' Exhibit "A" attached hereto (the "Zone") meets the criteria for designation as an T(, � enterprise zone under Section 4 of the Texas Enterprise /,one Ae1, V.'I'_C .... Art. <_; yo. ')4+Hg. 7 (the "Act"), on the grounds that. the Zone has a continuous boundary and is approximately 6.74 square mile; (exclusive of likes and waterways) lying to the south of the Nueces River, to the west of Corpus Christi Bay along the breakwater, to the north of Agnes Boulevard, and to the east of McBride Lane (encompassing all of Census Tracts 2, 3, 4, 5, 6, 11, and a portion of 7), also including Corpus Christi Reach (Census 'Tract 1) and an area bounded by Agnes Street., Brownlee, Morgan Avenue and Port Avenue (Census Tract 10), and, among other conditions, the following conditions exist in the Zone which represent a threat to the health, safety, and welfare of the Zone: A. The average unemployment in the proposed area during the most recent 17 -month period for which data is available is at least one and one-half (1-1/2) times the local, state or national average for that period; and, B. The proposed area meets the following criteria: the area was a low-income poverty area according to the most recent federal census: (ii) the area is in a jurisdiction or pocket of poverty eligible for urban development action grants under federal law; (iii) chronic vacancy and deLeriation of commercial or residentialstructures exists in the area; and, WHEREAS, the City finds that it is in the bestinterest of the City to nominate the Zone as an enterprise zone pursuant to the Act; NOW, THEREFORE, HE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. The Zone meets the cr la for designation of an enterprise zone as set forth in Section 4 of the Act. SECTION 2. The City hereby nominates the Zone as an enterprise zone, in accordance with the Act, and designates the Zone an enterprise zone subject to the approvalof the Texas Department of Commerce (the "Department."). 217)8. SECTION 3. Upon approval by the Department, the Zone willl be named "The Corpus Christi Enterprise Zone". SECTION 4. The Zone shall Lake effect on the date of the negotiated agreement to be entered into by the City and the Department. The Zone shall terminate seven (7) years thereafter or at an earlier time designated by subsequent resolution. SECTION 5. The City authorizes the City Manager or his designee to sign and enter into the negotiated agreement with the Department, and to take all action necessary to accomplish the purposes of this resolution.
