HomeMy WebLinkAbout020818 RES - 11/07/1989RESOLUTION CONCERNING PENDING AMENDMENTS (H.R. 2053/S. 543) TO THE JOB TRAINING PARTNERSHIP ACT Whereas, the Job Training Partnership Act (the "JTPA") was adopted by the U.S. Congress in 1982 to establish programs to prepare youth, unskilled adults and other economically disadvantaged individuals for entry into the labor force with an effective job training program established at the state and local level; Whereas, the City of Corpus Christi and the County of Nueces have established a Service Delivery Area for performing job training functions under JTPA in cooperation with the Private Industry Council established pursuant to JTPA; Whereas, the U.S. Congress is considering amendments to JTPA contained in H.R. 2039 and S. 543 which would substantially impact local job training programs and in some cases weaken local flexibility to meet particular local needs; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS THAT: L The City of Corpus Christi supports the continuation of an open eligibility process for participants in JTPA programs. While the idea of targeting the hardest to serve is commendable, the establishment of increased documentation requirements for such individuals will make it even more difficult for them to access JTPA programs. 2. The City of Corpus Christi supports automatic eligibility for AFDC and other transfer payment clients and the move toward shared eligibility with other federal programs. The inclusion of students in free school lunch programs and students participating in Chapter 1 programs would allow greater access for job training by individuals that are often hard to reach. 3. The City of Corpus Christi supports changes to the performance standards which will recognize attainment of basic skills as a positive outcome for adults in job training. Such changes will encourage service delivery areas to focus on the hardest to serve rather than maintaining overall lower costs. Cost standards should be de-emphasized in such cases. 4. The City of Corpus Christi supports the continuation of job creation and employment generating activities as a part of the local job training program. Due to the decline experienced in the oil and gas industry, emphasis must be made on expanding our area's limited job market in creating employment opportunities for JTPA participants. The City of Corpus Christi supports the inclusion of a welfare representative on the Private Industry Council. The Private Industry Council concept is working extremely well under the current structure, and no other changes in the composition of Private Industry Councils should be considered. 6. The City of Corpus Christi supports the current allocation system administered by the Department of Labor for all service delivery areas and is concerned about any possible change which would give more weight to the numbers of economically disadvantaged individuals rather than the unemployed. Any changes in the method of allocation should be based upon accurate data that reflects the current number of eligible clients residing in a service delivery area rather than the ten-year old data presently available to the U.S. Congress. The City of Corpus Christi urges the U.S. Congress to review the implementing regulations adopted by the Department of Labor so that Congress can be assured that they conform to the original intention to provide a cost effective method of operating job MICROFILMED training programs. Overly restrictive regulations in a number of areas increase the administrative burden for these programs and limit the ability to direct greater funds to training.
