HomeMy WebLinkAbout021069 RES - 01/22/1991A RESOLUTION ADOPTING A STATEMENT OF LEGISLATIVE POLICY FOR THE CITY OF CORPUS CHRISTI DURING THE SEVENTY-SECOND TEXAS LEGISLATURE. WHEREAS, the 72nd Texas Legislature convened in January 1991; and WHEREAS, the Legislature will consider many measures that affect the City of Corpus Christi; and WHEREAS, it is necessary to provide guidance for City officers and staff in conducting legislative efforts; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS, THAT THE FOLLOWING IS ADOPTED AS THE CITY'S LEGISLATIVE POLICY: SECTION 1. General Policy: A. The City will oppose legislation that: 1. Undermines the principle of home rule and local self government. 2. Mandates increased costs to cities. 3. Results in loss of revenue to cities except where local option is provided. 4. Diminishes the authority of cities to regulate and manage their growth and development. 5. Nullifies or undermines the City's policies contained in existing provisions of the Charter, ordinances, resolutions, and master plans, unless such changes expand the City's ability to manage its own affairs; and B. The City will support legislation that: 1. Will increase City's revenue through alternate methods of financing as long as a local option is provided. ORD3:91001 021069 tl# RO'FILA ED 2. Reduces costs to the City. 3. Provides for more Local control. 4. Protects those policies previously established through the Charter, ordinances, resolutions, and master plans. 5. Provides increased educational opportunities for the citizens of Corpus Christi and the region. SECTION 2. Water. The City strongly supports, as the highest priority, legislation to protect the City's water supply and water rights, and strongly opposes legislation which would diminish or challenge such water supply or water rights. SECTION 3. Education. The City strongly endorses, as the highest priority, legislation to advance and obtain sufficient support for education in this area, especially legislation to provide funding for Corpus Christi State University's transition to four year status and to enable Corpus Christi State University to operate as a strong and viable four-year university. SECTION 4. Ambulance Service. The City strongly supports, as the highest priority, legislation to enable the Corpus Christi Regional Transit Authority to provide amublance services. SECTION 5. Pawnshops. The City supports repeal of Section 121(c), Chapter 780, Acts of 71st Legislature, Regular Session, 1989, regarding pawnshop regulation, and opposes any reduction of city authority to regulate pawnshops. SECTION 6. Reinvestment Zone. The City supports repeal of the exemption for Corpus Christi from Subsections (t) and (g) of Section 311.013 of the Tax Code, relating to agreement by taxing entities to participate in reinvestment zones. SECTION 7. General Procedures: A. The City Council will determine the City position on all legislative issues. ORD3:91001 B. The City's Boards and Commissions and Advisory Groups may not represent in oral testimony or in writing a position on proposed legislation unless that position is first approved by the City Council. C. Positions on legislative matters originating outside of the City Council but within the City's governmental framework shall be submitted to the City Manager for review prior to consideration by the City Council. D. Legislative positions approved by the City Council shall be communicated to the legislative delegation, to the legislature in general and/or to the appropriate legislative committees by members of the City Council, the City Manager or staff persons designated by the City Manager or by consultants retained by the City. E. The City will coordinate its legislative program with other political jurisdictions in the immediate area and provide assistance to those political jurisdictions where possible and where there is a commonality of interest.
