EXPRESSING THE COMMITMENT OF THE CITY COUNCIL THAT THE
CITY OF CORPUS CHRISTI WILL TIMELY CONSTRUCT PUBLIC STREET
AND UTILITY SYSTEM IMPROVEMENTS NEEDED TO SUPPORT THE
TRANSITION OF CORPUS CHRISTI STATE UNIVERSITY TO FOUR
YEAR STATUS, AND URGING THE TEXAS LEGISLATURE TO
APPROPRIATE FUNDS FOR BUILDINGS AND OTHER IMPROVEMENTS
NEEDED ON CAMPUS FOR THE TRANSITION.
WHEREAS, the Texas Legislature has merged Corpus Christi State University
with the Texas A&M University System and determined that Corpus Christi State University will
expand to four year status in 1994; and
WHEREAS, an immediate increase of 25 percent in the number of students
enrolled at Corpus Christi State University is anticipated when freshman and sophomore
students are accepted in 1994, and by 2010 student enrollment is projected to be three or four
times that of the current student enrollment; and
WHEREAS, a master plan for development of the Corpus Christi State University
campus has been prepared to plan for construction of additional campus facilities to serve the
larger student population; and
WHEREAS, a study of offsite utility and street requirements to support the
expansion of Corpus Christi State University has identified a need for improvements to Ocean
Drive and Ennis Joslin Road to maintain reasonable traffic flow to and from Corpus Christi
State University and nearby areas, and a possible need for future improvements to water
transmission and wastewater force main and lift station facilities serving the campus; and
WHEREAS, the expansion of Corpus Christi State University is of enormous
importance to the community and region;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF CORPUS CHRISTI, TEXAS:
SECTION 1. That the City Council expresses its commitment that the City of
Corpus Christi will timely construct public street and utility system improvements needed to
support the transition of Corpus Christi State University to four year status, and will take such
actions, including the scheduling of a voter referendum to authorize issuance of general
obligation bonds, and such other lawfully authorized actions as the City Council deems necessary
to achieve this objective.

SECTION 2. That the members of the Texas Legislature are urged to
appropriate funds for construction of buildings and other improvements on the campus of
Corpus Christi State University needed for the transition to four year status in 1994.
SECTION 3. That the City Secretary is hereby directed to transmit a certified
copy of this Resolution to the elected Texas Legislators representing the citizens of the City of
Corpus Christi in the Texas Legislature, as well as to appropriate representatives of Corpus
Christi State University and the Texas A & M University System.
