HomeMy WebLinkAbout021087 RES - 03/05/1991RESOLUTION IN SUPPORT OF A NATIONWIDE CONCERN TO HAVE THE 1990 CENSUS ADJUSTED DUE TO UNDERCOUNTS WHEREAS, in Article 1, Section 2, of the U. S. Constitution, it is stated that apportionment of representatives shall be based on the actual enumeration; WHEREAS, the City of Corpus Christi stands to be deficient in representation and revenue as a result of an undercount; WHEREAS, the City of Corpus Christi, adamantly believes that without sufficient representation and revenue, its community will not be adequately prepared to deal with significantly increasing social and economic problems; WHEREAS, the Census Bureau has acknowledged undercounts in past censuses and 1990 Census preliminary findings indicate another significant undercount problem; WHEREAS, the City of Corpus Christi participated in most facets of the census - taking process; including, establishing a 20 member Complete Count Committee and providing input in the Precensus and Postcensus Local Review Programs to ensure a more accurate count; WHEREAS, the City of Corpus Christi was informed, upon completion of the 1990 Census field enumeration procedures that one hundred percent (100%) of the City's housing units had a corresponding questionnaire form and therefore all the population accounted for; WHEREAS, the Census Bureau's field operation method of recovering census questionnaire forms from households gave no certainty or guarantee that all members within households would be accounted for, especially in communities with a high percentage of minorities; WHEREAS, the 1990 Census Local Review Program left little or no room for local governments to provide a reliable analysis of the population counts since no figures were provided by the smaller geographic units; WHEREAS, the City of Corpus Christi now acknowledges and adheres in total agreement with the widespread opinion that there was population undercount, especially among minority groups; WHEREAS, the 1990 Census preliminary count of 257,453 is lower than the 1988 estimate of 260,930 produced by the U. S. Department of Commerce, which indicates the 1990 count to be understated by about 12,000 to 20,000; ORD4: 91032 MICIWOLPILD 021087 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the City Council of the City of Corpus Christi urges Congress and the President of the United States to enact legislation demanding that proper adjustments be made to the 1990 Census. SECTION 2. That the City Council of the City of Corpus Christi will support any judicial action that will result in an accurate enumeration of the nation, states, cities, townships and rural area's population.
