SUPPORTING HOUSE
BILI S 1037, 1038, 1039,
1040 AND 1041
WHEREAS, the 62nd Texas Legislature enacted the Texas Catastrophe
Property Insurance Pool Act in 1972 because of the great need for windstorm insurance
coverage along the Texas Gulf Coast and the failure of insurance companies to voluntarily
write such insurance; and
WHEREAS, the Texas Catastrophe Property Insurance Pool (CATPOOL) has
not adequately met the needs of property owners in coastal areas; and
WHEREAS, specific deficiencies have been identified in the Pool's coverages,
limits of liability, ratemaking formula, management structure, dispute resolution procedures,
and other areas; and
WHEREAS, the House Special Study Committee on the CATPOOL
performed an interim study and issued recommendations; and
WHEREAS, a fair and stable system of windstorm insurance coverage is vital
to Corpus Christi and all coastal areas in Texas; and
WHEREAS, State Representative Todd Hunter has introduced House Bills
1037, 1038, 1039, 1040, and 1041, which will remedy these problems;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF CORPUS CHRISTI, TEXAS
SECTION 1. That the City of Corpus Christi strongly supports House Bills
1037, 1038, 1039, 1040, and 1041 by Representative Todd Hunter.
SECTION 2. That the City Manager and staff are directed to advise all local
legislators and other pertinent officials of this resolution, and to take all steps necessary to
support House Bills 1037, 1038, 1039, 1040, and 1041.
