DECLARING SUPPORT FOR HOUSE BILL 2156 AND SENATE BILL 587
AND ENCOURAGEMENT OF THE USE OF WATER EFFICIENT
PLUMBING FIXTURES WITHIN CORPUS CHRISTI AND
SURROUNDING COMMUNITIES SERVED BY THE CORPUS CHRISTI
WATER SUPPLY RESERVOIR SYSTEM.
WHEREAS, the City of Corpus Christi (City) sells water to 500,000 residents
of Corpus Christi and surrounding communities in the Coastal Bend area;
WHEREAS, the City operates under a Water Conservation and Drought
Contingency Plan as created in September, 1986 and wishes to emphasize the benefits of
conservation to the region;
WHEREAS, it is desirable that the City continue to develop and implement
water conservation strategies to address efficiency in all categories of water use in the
region, including municipal, industrial, and agricultural;
WHEREAS, the City estimates over 11,000 acre feet can be saved annually in
the Corpus Christi reservoir system through the use of water efficient plumbing fixtures;
WHEREAS, design improvements of indoor plumbing fixtures have reduced
substantially the volume of water required to operate such fixtures effectively;
WHEREAS, increased demand throughout the country for water efficient
plumbing fixtures has reduced the cost of such fixtures, and such fixtures are comparable in
cost to less efficient fixtures;
WHEREAS, the Texas Water Development Board has called for the adoption
of water -conserving plumbing standards; and
WHEREAS, State Representative Ron Lewis and Senator Carlos Truan have
introduced House Bill 2156 and Senate Bill 587 in the 72nd Texas Legislature which
proposes plumbing fixture efficiency standards legislation which encourages the use of 1.6
gallon per flush (gpf) tank -type water closet, 2.2 gpf flush valve water closets, 1.0 gpf urinal,
2.75 gallon per minute (gpm) showerhead, 2.0 gpm lavatory faucets and 2.5 gpm sink faucets
for all new construction and/or remodeling where plumbing fixtures are to be installed.

NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF CORPUS CHRISTI, TEXAS:
SECTION 1. That the City of Corpus Christi, strongly supports House Bill
2156 introduced by Representative Ron Lewis and Senate Bill 587 introduced by Senator
Carlos Truan.
SECTION 2. That the City shall continue to assume a leadership role in
developing and implementing water efficiency and conservation strategies and shall promote
the use of water efficient plumbing fixtures throughout the Coastal Bend region.
SECTION 3. That the City encourages regional municipal governments to
support water efficient plumbing legislation which affects new construction as an important
step in achieving widespread use of water efficient plumbing fixtures.
SECTION 4. That the City Manager and staff are directed to advise all local
legislators and other pertinent officials of this resolution, and to take all steps necessary to
support House Bill 2156 and Senate Bill 587.
