AMENDING THE ZONING ORDINANCE UPON APPLICATION BY FROST
NATIONAL BANK BY GRANTING A SPECIAL PERMIT FOR "B-4"
DISTRICT USES SUBJECT TO NINE (9) CONDITIONS ON LOT 18, BLOCK
4, HIGHWAY VILLAGE LOCATED ON THE EAST SIDE OF CHARLES
DRIVE, APPROXIMATELY 200 FEET NORTH OF LEOPARD STREET
SITUATED IN THE CITY OF CORPUS CHRISTI, NUECES COUNTY,
TEXAS; AND DECLARING AN EMERGENCY.
WHEREAS, the Planning Commission has forwarded to the City Council its
reports and recommendations concerning the application of Frost National Bank for
amendment to the zoning map of the City of Corpus Christi.
WHEREAS, public hearing was held at which hearing all persons wishing to
appear and be heard were heard to consider the same before the City Council of the City of
Corpus Christi, in accordance with proper notice to the public, said public hearing having been
held on Tuesday, April 23, 1991, during a meeting of the City Council in the Council Chambers
at City Hall in the City of Corpus Christi; and
WHEREAS, by motion duly made, seconded and carried, it was decided by the
City Council that to approve the hereinafter set forth amendment would best serve public
health, necessity and convenience and the general welfare of the City of Corpus Christi and its
citizens:
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF CORPUS CHRISTI, TEXAS:
SECTION 1. That the Zoning Ordinance of the City of Corpus Christi, Texas, is
amended by making the change hereinafter set out.
SECTION 2. That a Special Council Permit be granted on Lot 18, Block 4,
Highway Village located on the east side of Charles Drive, approximately 200 feet north of
Leopard Street situated in the City of Corpus Christi, Nueces County, Texas, for all uses
permitted in a "B-4," General Business District, as authorized by the Zoning Ordinance of the
City of Corpus Christi in effect on April 23, 1991, except that taverns, lounges, or bars are not
permitted, subject to the nine conditions listed below, and subject to all other considerations of
"R -1B" One -Family Dwelling:
1. Uses: The only uses authorized by this Special Permit are those uses permitted in a "B-
4" General Business District, as authorized by the Zoning Ordinance of the City of
Corpus Christi in effect on April 23, 1991, except that taverns, lounges, or bars are not permitted.

2. Setbacks: Development on the property shall maintain a front building and parking lot
setback of not less than twenty-five (25) feet, a rear yard of not less than ten (10) feet
and a side yard from the north property line of not less than ten (10) feet.
3. Height: The maximum structure height permitted on the property is fifteen (15) feet,
not to exceed one (1) story.
4. Signs: The property is limited to one (1) wall mounted sign not to exceed an area of
twenty (20) square feet nor a height of eight (8) feet and one (1) freestanding sign not to
exceed an area of twenty (20) square feet nor a height of eight (8) feet.
5. Lighting: All security lighting must be shielded and directed away from the residential
are to the north and east.
6. Screening: A solid six (6) foot tall all or fence shall be installed along the north and east
property lines. The wall or fence must be installed before the issuance of a building
permit.
7. Outside Sales and Storage: Outside sales of merchandise or outside storage of materials
or equipment, except for operational motor vehicles for the business, is prohibited.
8. Landscaping: All landscaping must be installed in accordance with the landscape
regulations as if new construction. All landscaping must be installed within six (6)
months of the date of this ordinance or this Special Permit shall become null and void.
9. Driveway: Only one (1) driveway will be allowed for the property. The driveway shall
be located as far south as permitted by the City's Driveway Ordinance.
In the event the Board of Adjustment grants any special exception or variance to
the Zoning Ordinance, applicable to the Special Permit herein granted, other than the one
specified in this Special Permit, said Special Permit shall be void and of no force and effect
whatsoever.
SECTION 3. That the official zoning map of the City of Corpus Christi, Texas,
be and the same is hereby amended as herein ordained.
SECTION 4. That the Zoning Ordinance and Map of the City of Corpus Christi,
Texas, approved on the 27th day of August, 1973, as amended from time to time, except as
herein changed, shall remain in full force and effect.
SECTION 5. That all ordinances or parts of ordinances in conflict herewith are
hereby expressly repealed.

SECTION 6. That upon written request of the Mayor or five Council members,
copy attached, to find and declare an emergency due to the need for efficient administration of
City affairs by granting the aforesaid zoning change, such finding of an emergency is made and
declared requiring suspension of the Charter rule as to consideration and voting upon
ordinances at three regular meetings so that this ordinance is passetand shall take effect upon

For the reasons set forth in the emergency clause of the foregoing ordinance an emergency
exists requiring suspension of the Charter rule as to consideration and voting upon ordinances at

ordinance finally on the date it is introduced, or at the present meeting of the City Council.
