WHEREAS, the Presidents of both the United States and Mexico
have endorsed a comprehensive Free Trade Agreement; and
WHEREAS, the United States Congress is now considering the
method by which it will consider such a Free Trade Agreement; and
WHEREAS, Corpus Christi and all South Texas has strong ties,
both commercially and culturally, with Mexico; and
WHEREAS, analyses of the proposed Free Trade Agreement
strongly indicate that the border region, particularly South Texas,
will be one of the prime beneficiaries of a Free Trade Agreement
should it be adopted; and
WHEREAS, a Free Trade Agreement with Mexico, combined with a
Free Trade Agreement with Canada, would serve to establish a major
economic trading block in the Americas which could effectively compete
with other trading blocks being established around the world; and
WHEREAS, Mexico is already the third largest trading partner
of the United States and has unilaterally undertaken substantial reform
in its economy and the reduction and/or elimination of barriers to both
foreign investments and trade; and
WHEREAS, the United States International Trade Commission
has found that the proposed Free Trade Agreement with Mexico will
"...benefit the United States economy overall by expanding trade
opportunities, lowering prices, increasing competition, and improving
the ability of United States firms to exploit economies of scale."; and
WHEREAS, the City Council is sensitive to both environmental
and employment issues.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF CORPUS CERISTI, TEXAS:
SECTION 1. That the City Council of Corpus Christi endorses
and supports a fast-track approval by the United States Congress of a
Free Trade Agreement between the United States and Mexico with
appropriate environmental and employment safeguards.
