SUPPORTING CREATION OF THE CORPUS CHRISTI DOWNTOWN
MANAGEMENT DISTRICT.
WHEREAS, Article 8280-15, V.A.C.S., authorizes the creation of Municipal
Management Districts to promote employment, commerce, economic development, and the
public welfare in commercial areas; and
WHEREAS, such districts are created by petition of property owners within
the district, subject to a supporting resolution of the governing body and approval of the
Texas Water Commission; and
WHEREAS, the requisite number of downtown property owners have
submitted their Petition for Creation of Corpus Christi Downtown Management District to
the City Council in accordance with Article 8280-15; and
WHEREAS, the public interest would be served by creation of said district;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF CORPUS CHRISTI, TEXAS:
SECTION 1. That the Corpus Christi City Council supports creation of the
Corpus Christi Downtown Management District as set forth in the Petition attached hereto
as Exhibit A.

CORPUS CHRISTI DOWNTOWN MANAGEMENT DISTRICT
TO THE TEXAS WATER COMMISSION:
We, the undersigned, hereinafter called "Petitioners,"
holding title to land and/or..interests therein within the
boundaries of the proposed "Corpus Christi Downtown Management
District," hereinafter described, and acting pursuant to Acts
1989, 71st Legislature, Chapter 1056, Art. 8280-15, V.A.C.S.,
hereinafter "Act," respectfully petition the Texas Water
Commission to give the required public notice, to hold the
required hearing; and, by order, to create, pursuant to the cited
statute, the "Corpus Christi Downtown Management District,"
hereinafter "District," and would show this Honorable Commission
the following:
I.
More than fifty (50) people own property in the proposed
District according to the most recent certified county property
tax rolls. This petition is signed by not fewer than fifty (50)
people. This petition is signed by owners of a majority of the
assessed value of the real property in the proposed District
according to the most recent certified county property tax rolls.
II.
The proposed area of the District is an area devoted
primarily to commercial development and business activity inside
the boundaries of the City of Corpus Christi, Nueces County,
Texas.

III.
The boundaries of the proposed District are described in
Exhibit "A" attached hereto and made a part hereof by this
reference.
IV.
The specific purposes of this District are: To promote,
develop, encourage, and maintain employment, commerce, economic
development and the public welfare in the area of the District,
and otherwise to further the public purposes of the Municipal
Management District Act, Art. 8280-15, V.A.C.S.
V.
The general nature of the work, projects, or services
proposed to be provided are maintenance, security, marketing, and
promotion of the property in the District and improvement of
property and facilities in the District. Maintenance is

thereof will be determined in accord with Section 9 of the
Municipal Management District Act, Art. 8280-15, V.A.C.S.

VI.
The name of the proposed District is the "Corpus Christi
Downtown Management District."
VII.
The list of proposed initial directors, including their
experience and proposed initial term of service is described on
Exhibit "B" attached hereto and made a part hereof by this
reference.
VIII.
Although the District has perpetual succession under the
Act, the proposed members of the initial Board of Directors
intend to take such action as shall be appropriate to dissolve
the District within five (5) years if it concludes the District
is not a benefit to the area included within the District and to
the City of Corpus Christi generally, unless a petition be
submitted to the Board of Directors signed by persons in number
and qualifications the same as would have been required to
initiate the formation of the District initially.
IX.
Attached as Exhibit "C" and made a part hereof by this
reference is a certified copy of the resolution by the City
Council of the City of Corpus Christi in support of the creation
of the District.
X.
The District may exercise all powers expressly granted or
implied by state law to carry out its purposes.
Wherefore, Petitioners pray that proper notice issue; that
proper hearing(s) be held; that upon such hearing the Texas Water

Commission find this District and project is feasible and
necessary and would benefit the public considering (i) the
availability of comparable services from other systems, including
special districts, municipalities and regional authorities and
(ii) the reasonableness of the .proposed public purpose projects
and services; and that'this Commission issue its Order creating
the "Corpus Christi Downtown Management District" stating the
specific purposes for which the District is created and
appointing the initial directors.

FIELDNOTE DESCRIPTION FOR A 348.531 ACRE TRACT, COMPRISED OF A PORTION
OF THE METROPOLITAN DOWNTOWN AREA OF THE CITY OF CORPUS CHRISTI AND THOSE
LAND AND WATER AREAS, COMMONLY KNOWN AS THE CORPUS CHRISTI BAYFRONT MARINA
AND BEING MORE PARTICULARLY DESCRIBED BY METES AND BOUNDS AS FOLLOWS;
Beginning at a point on the East face of Bulkhead of the Corpus Christi
Bayfront Seawall, hereinafter referred to as Bulkhead Line "A" at it's
intersection with the extension of the South right-of-way line of a 60 foot
road known as Kinney Street for an inside corner of this tract;
Thence, North 74°11'46" West, with said South right-of-way line of
Kinney Street, 1373.84 feet, to a point, at its intersection with the
extension of the East back of curb line of North Upper Broadway, within the
Mesquite Street, Agnes -Laredo Street Interchange, for the Southwest corner of
this tract;
Thence, North, with said back of curb line of North Upper Broadway,
3423.63 feet, to a point in the right-of-way of Interstate Highway No. 37,
for the Northwest corner of this tract;
Thence, North 59°42'45" East, 860.74 feet, to an angle point in the
South right-of-way line of said Interstate Highway No. 37 and the South
right-of-way line of Aubrey Street for a corner of this tract.
Thence, North 78°07'25" East, with said South right-of-way line of
Interstate Highway No. 37 and Aubrey Street, at 830.58 feet, pass the
aforementioned Bulkhead Line "A", in all a distance of 1512.47 feet, to the
point of curvature of a circular curve to the right, for the northeast corner
of this tract, which curve has a central angle of 130°34'41", a radius of
2600.00 feet, _a tangent distance of 5649.94 feet, an arc length of 5925.44
feet and whose radius point bears South 23°56'32" West, a distance of 2600.00
feet;
Thence, with said curve to the right, in a southeasterly direction,
along and with the approximate centerline of the Corpus Christi Bayfront
Marina Breakwater, an arc distance of 5925.44 feet, to the point of reverse
curve of a curve to the left, which curve has a central angle of 23°33'44", a
radius of 1490.00 feet, a tangent distance of 310.77 feet and an arc length
of 612.75 feet, for a corner of this tract;
Thence, with said curve to the left, in a southwesterly direction,
continuing with said breakwater centerline, an arc distance of 612.75 feet to
it's point of tangency, for a corner of this tract;
