HomeMy WebLinkAbout021278 ORD - 11/05/1991AN ORDINANCE AMENDING THE CODE OF ORDINANCES, SECTION 13-201, ADMINISTRATION OF THE PLUMBING CODE, TO PROVIDE DESIGN AND MAINTENANCE CRITERIA FOR GREASE, SAND AND OIL INTERCEPTORS. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the Code of Ordinances, is hereby amended by amending Section 13-201, Administration of the Plumbing Code, by amending Section 102, Organization, by deleting subsection 102.1, Building Official and Inspectors, in its entirety and substituting therefor a new subsection 102.1, and by adding a new Subparagraph (I), Grease Interceptor Criteria, and a new Subparagraph (m), Oil and Sand Interceptor Criteria, to Section 104 -Local Environmental, Atmospheric, and Soil Conditions, to read as follows: Sec. 102 --Organization. 102.1 --Building Official and Inspectors. The Building Official is hereby designated as the person responsible for the administration and enforcement of the Plumbing Code of the City of Corpus Christi, and who shall have the authority hereinafter provided for the "plumbing official," the "gas official," the "wastewater official," the "health official," and "the administrative authority." The Building Official may delegate said authority to assistants, inspectors and other employees of the Building Inspection Department and other employees of the departments named herein. (/) - GREASE INTERCEPTOR CRITERIA (1) - DESIGN CRITERIA AND SIZING METHODS (1.1) Grease interceptors will be sized according to the fixture unit flow rate of each fixture discharging into the interceptor. Fixture unit flow rate shall be 7.5 GPM per fixture unit. One, two, or three compartment sinks shall be assigned a fixture unit value of 3.0. Dishwashing and utensil washing machines shall be assigned a fixture unit value of 6.0. For all other grease producing fixtures, use Table 1304.2 and select appropriate fixture unit value. (1.2) When total fixture count has been determined, multiply value by 7.5 GPM/FU to obtain total flow rate. (1.3) Floor drains and hand sinks installed only for the purpose of cleanup, and not used for direct discharge of any grease producing fixture, shall MISC:91141 1 n w; 0212 3 not be included in the sizing calculations. Such drains shall be connected to the grease interceptor. (1.4) Each grease interceptor must have an approved water seal of not less than two inches in depth, or the diameter of its outlet, whichever is greater. (1.5) Grease interceptors must be designed so that they will not become air - bound if tight covers are used. (1.6) Food waste disposers shall discharge directly into the building sewer system without passing through a grease interceptor. (1.7) A four inch sampling port shall be installed downstream of the confluence of the grease interceptor discharge and the building sewer system. The sampling port shall be installed perpendicular to the effluent lateral to allow visual observation and sampling. The design location shall ensure accessibility of the sampling port for monitoring activities. (2) TYPES OF INTERCEPTORS (2.1) Accepted Materials. Factory fabricated interceptors may be of the following materials: cast iron, stainless steel, concrete, and other industry approved materials. (2.2) Factory Fabricated Interceptors. Factory fabricated grease interceptors must be certified and labeled by the Plumbing and Drainage Institute (PDI). (2.2.1) Factory fabricated grease interceptors shall have a minimum flow rate of 25 GPM and a maximum flow rate of 50 GPM. (2.2.2) When factory fabricated interceptors are installed, flow control devices may be installed at the drain outlet of each grease producing fixture. (2.3) Custom Fabricated Interceptors. After calculating the required flow rate, the grease interceptor is to be designed with a primary compartment having a seven (7) minute retention time, and a secondary compartment having a five (5) minute retention time. Refer to Figure 104(1).1 for details of construction and inlet and outlet piping arrangements. (2.3.1) Custom fabricated concrete grease interceptors shall have a minimum flow rate of 40 gallons per minute for each compartment. (2.3.2) Concrete shall be a minimum of 3000 PSI concrete. MISC:91141 2 (3) PROHIBITED USES (3.1) Carbon steel grease interceptors are prohibited in underground applications. (3.2) Flow control devices shall not be used with custom fabricated concrete interceptors. (3.3) Water cooled grease interceptors are prohibited. (3.4) Enzyme or other chemicals are prohibited in the system. The temporary use of enzymes or other chemicals may be permitted if the Building Official determines unusual circumstances exist. (3.5) Flow control devices having adjustable or removable parts are prohibited. (4) GREASE INTERCEPTORS NOT REQUIRED (4.1) Grease interceptors are not required in one and two family residential dwellings. (5) MAINTENANCE (5.1) Grease interceptors shall be cleaned a minimum of once a quarter. Grease interceptors must be maintained in an efficient operating condition by removal of accumulated grease. (5.2) The owner, operator, or manager of a premises which has a grease interceptor shall have records which show: - the date that the grease interceptor is cleaned; - the name of the company which removed the grease; the site from which the grease was removed; - the site at which the grease was disposed; the signature of the owner, operator or manager of the establishment with the grease interceptor and the signature of the driver of the truck for the company removing the grease with a statement that all the information provided is true and correct. The owner, operator, or manager of the establishment shall maintain a file that includes, at a minimum, maintenance reports for the current month and the previous twelve (12) month period. The records shall be kept on the premises at all times and shall be made available for review during normal business hours upon request by the Building Official. MISC:91141 3 (5.3) The grease collected from a grease interceptor, and all waste cooking oils and greases used in food preparation, shall not be discharged into any sewer. (5.4) The owner, operator, or manager of a premises which has a grease interceptor shall comply with the Commercial and Industrial Waste Disposal and Pretreatment Ordinance. (5.5) The sampling port location shall remain accessible to City employees for monitoring activities. (6) ENFORCEMENT (6.1) Failure to timely clean and keep grease interceptors clean causes or may cause substantial interference to the publicly owned treatment works, or may cause damage to sanitary sewer facilities or structures, or otherwise may create an emergency condition requiring immediate corrective action. The cleaning of the grease interceptors and the record keeping required in conjunction therewith shall be subject to enforcement in the same manner as for violations of the Commercial and Industrial Waste Disposal and Pretreatment Ordinance, Sec. 55-147 Enforcement. The City Building Official may order more frequent cleaning of grease interceptors than once a quarter or upgrading of the grease interceptors to code requirements. (6.2) An undersized grease interceptor installed prior to December 1, 1991, which does not have additional future fixtures installed, shall not be required to be replaced in conformance with sizing standards set out herein, provided that the interceptor does not discharge grease into the sanitary sewer system. (6.3) The Building Official may require any grease interceptor which discharges grease into the sanitary sewer system to be replaced with a grease interceptor which conforms to the sizing standards set out above. (6.4) Any owner, operator or manager of a premises which has a grease interceptor which discharges grease into the sanitary sewer system shall comply with the orders of the Building Official to replace the interceptor within six (6) months from the date the orders were issued. (m) - OIL AND SAND INTERCEPTOR CRITERIA (1) DESIGN CRITERIA AND SIZING METHODS (1.1) The sizing method for custom fabricated oil and sand interceptors assigns a flow rate of 20 GPM (gallons per minute) for the first bay and MISC:91141 4 an additional 10 GPM for each additional bay. The tank should be designed to have a twelve (12) minute retention time with two compartments. The primary compartment shall be 2/3 of the total volume and the secondary compartment shall be 1/3 of the total volume. See Figure 104(m).1 and Figure 104(m).2 for details of construction and piping arrangements. (1.2) Concrete used for interceptor construction must be at least 3000 PSI. (1.3) Oil and sand interceptors must be designed so that they will not become air -bound if tight covers are used. (1.4) Oil and sand interceptors shall drain into the sanitary sewer only. (2) - MAINTENANCE (2.1) The owner, operator, or manager of a premises which has an oil or sand interceptor shall have records which show: The date of the most recent cleaning of the oil or sand interceptor. The name of the company who cleaned the interceptor(s). The site from which the oil or sand was removed. The site at which the oil or sand is disposed. The signature of the owner, operator or manager of the establishment with the oil or sand interceptor and the signature of the driver of the truck for the company removing the waste with a statement that all the information provided is true and correct. The owner, operator, or manager of the establishment shall maintain a file that includes, at a minimum, maintenance reports for the current month and the previous twelve (12) month period. The records shall be kept on the premises at all times and shall be made available for review during normal business hours upon request by the Building Official. (2.2) The sand, oil, and other wastes collected from the cleaning of an oil or sand interceptor shall not be discharged into any sewer. (2.3) Oil and sand interceptors shall be cleaned and maintained on a regular basis so that no oil or sand is discharged into the sanitary sewer system. Oil and sand interceptors must be maintained in an efficient operating condition by removal of accumulated oil and sand. SECTION 3. If for any reason any section, paragraph, subdivision, clause, phrase, word or provision of this ordinance shall be held invalid or unconstitutional by final MISC:91141 5 judgment of a court of competent jurisdiction, it shall not affect any other section, paragraph, subdivision, clause, phrase, word or provision of this ordinance for it is the definite intent of this City Council that every section, paragraph, subdivision, clause, phrase, word or provision hereof be given full force and effect for its purpose. SECTION 4. Publication shall be made one time in the official publication of the City of Corpus Christi by publishing the caption stating in substance the purpose of the ordinance, this ordinance to become effective upon such publication.
