SUPPORTING THE CONCEPT OF "A US 59 LAREDO BELTWAY'
CONNECTING THE MARKETS OF MONTERREY, LAREDO, AND
CORPUS CHRISTI
WHEREAS, a presentation has been made to the City Council on the concept
of an outer loop in the City of Laredo which would connect with a proposed limited access
intermodal transportation and utility corridor from the Laredo Solidarity Bridge to Corpus
Christi, which would connect the Monterrey, Port of Laredo and Port of Corpus Christi
markets and which corridor would be located in Webb, Duval, Jim Wells, Nueces and San
Patricio counties; and
WHEREAS, the development of an outer loop or beltway (referred to herein
as "US 59 Laredo Beltway") as a limited access intermodal transportation system which
would become part of the US 59 corridor could be consistent with local transportation
planning for the City of Laredo and its environs; and
WHEREAS, the concept as presented to the City Council would be that the
US 59 Laredo Beltway would connect the Laredo Solidarity Bridge, Interstate 35, the Union
Pacific Railyard, US 59, and the Texas Mexican Railway Company Railyard, approximately
along the route shown on Exhibit A; and
WHEREAS, the development of such beltway should involve the maximum use
of private and federal financing sources, and of relevant state and federal laws in the
transportation area.
WHEREAS, the Laredo City Council has stated its intent that emphatic
priority continue as to the improvement of Mines Road as provided in the Minute Orders
90684 and 90685 of the Texas Department of Transportation, issued as part of the City of
Laredo's program for the construction of the Laredo Solidarity Bridge and for the
construction of satisfactory highway access between that city and the bridge, and such
improved Mines Road will serve as an important arterial complement for the City of Laredo
to the proposed US 59 Laredo Beltway.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF CORPUS CHRISTI, TEXAS, THAT:
SECTION 1. It supports the concept of a US 59 Laredo Beltway which should
be constructed by and through private and federal resources and by and through public and
private partnership under the auspices of the Texas Turnpike Authority; and
SECTION 2. It supports the concept that such beltway would connect the
Laredo Solidarity Bridge, Interstate 35, the Union Pacific Railyard, US 59, the Texas -
Mexican Railway Company Railyard, SH 359, US 83 South, and the proposed South bridge,
and that it would connect the markets of Monterrey, Laredo and Corpus Christi.
