NATIONAL ESTUARY PROGRAM DESIGNATION FOR CORPUS CHRISTI BAY
WHEREAS, the City of Corpus Christi is a local government chartered under the
laws of the State of Texas, and
WHEREAS, the city limits and extra -territorial jurisdiction of the City of Corpus
Christi encompasses much of the Corpus Christi Bay system, an estuary which includes
Nueces Bay, Corpus Christi Bay, Cayo Del Oso, Redfish Bay, Aransas Bay, Copano Bay,
Mission Bay, St. Charles Bay, Baffin Bay and the Upper Laguna Madre; and
WHEREAS, the Corpus Christi Bay system is of economic, recreational and
ecological importance to the region; and
WHEREAS, the Corpus Christi Bay sytem is subject to natural and man-made
environmental stresses that affect the proper ecological well-being of the estuary; and
WHEREAS, the City of Corpus Christi is concerned about the protection and
improvement of water quality and the enhancement of the living resources in the Corpus
Christi Bay system; and
WHEREAS, the United States Congress, recognizing that it is in the national interest
to maintain the ecological integrity of the nation's estuaries through long-term planning
and management, adopted the Water Quality Act of 1987, which added Section 320 to the
Clean Water Act, formally establishing the National Estuary Program; and
WHEREAS, the National Estuary Program recognizes estuaries of national
importance and provides a framework within which local, state and federal governments,
along with public and private interests, the scientific and academic communities and
private citizens, can collaboratively identify and address problems and concerns related
to an estuary and, through a consensus building process, develop a comprehensive
management plan for the maintenance and restoration of the estuary;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That the City of Corpus Christi supports the nomination of the Corpus
Christi Bay system by the Governor of Texas for inclusion in the National Estuary Progam.

SECTION 2. That the City of Corpus Christi believes that Section 320(a)(2)(B) of
the Clean Water Act should be amended to include Corpus Christi Bay in the list of priority
estuaries to be included in the National Estuary Program.
SECTION a That the City of Corpus Christi will assist other interested parties in
pursuing the convening of a Management Conference for Corpus Christi Bay under the
provisions of the National Estuary Program.
SECTION 4. That the City Secretary is instructed to send copies of this resolution
to Senator Lloyd Bentsen; Senator Phil Gramm; Congressman Solomon Ortiz;
Congressman Kika de la Garza; B. J. Wynne, Ill, Regional Administrator, United States
Environmental Protection Agency, Region 6; Ann Richards, Governor, State of Texas;
State Senator Carlos Truan; State Representative Hugo Berlanga; State Representative
Eddie Cavazos; State Representative Robert Earley; John Hall, Chairman, Texas Water
Commission; State Representative Todd Hunter; Gary Mauro, Commissioner, Texas
General Land Office; Craig Pedersen, Executive Administrator, Texas Water Development
Board; and Dr. Larry McKinney, Director of Resource Protection, Texas Parks and Wildlife
Department.
