SUPPORTING PASSAGE OF HOUSE BILL 656
WHEREAS,
1. Unfunded environmental mandates by the State heavily
burden local taxpayers and utility rate payers without an
adequate of consideration cost in relation to benefits.
2. Such mandates should not be adopted without an accurate
assessment of their cost.
3. Even if justified, such mandates should not be imposed
without adequate time for local budgeting.
4. House Bill 656 would require accurate fiscal notes on
legislation and certain agency rules imposing environmental
mandates and would delay the effective date of mandates for 18
months from passage.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF CORPUS CHRISTI, TEXAS:
SECTION 1. That the City of Corpus Christi supports
House Bill 656 and other substantially similar legislation.
SECTION 2. That the City Manager and staff, as well as
the Mayor and council members, are authorized to communicate to all
local legislators and other pertinent officials the City's position
expressed in this Resolution, and to take all steps necessary to
support the position expressed herein.
