URGING MEMBERS OF THE U.S. CONGRESS TO SUPPORT BILLS
AIMED AT LIMITING THE COSTLY AND ONEROUS EFFECTS OF
FEDERAL MANDATES ON CITIES, ESPECIALLY H.R. 1296, S. 81,
AND H.R. 767.
WHEREAS, a number of bills aimed at limiting the costly
and onerous effects of federal mandates on cities have been
introduced in Congress; and
WHEREAS, H.R. 1295, by Representative Jim Moran (D-Va.)
and Representative Bill Goodling (R -Pa.) would allow any member of
Congress to halt consideration of proposed legislation unless it
contains an analysis of the financial impact on state and local
governments, and would require federal regulatory agencies to
prepare a regulatory impact analysis of different methods to
achieve the regulatory purposes required by law and the rationale
for not choosing the least cost alternative if that alternative is
not selected by the agency; and,
WHEREAS, S. 81, by Senator Don Nickles (R-Ok.) and
Senator Phil Gramm (R -Tex.), would require the Comptroller General
of the United States to prepare an economic and employment impact
statement to accompany any bill, resolution, or conference report
issued by any committee of the House or Senate or otherwise
considered on the floor of either House; and,
WHEREAS, H.R. 767, by Representative Glenn English (D-
Ok.), would exempt landfills existing on October 8, 1993, from the
provision of the Subtitle D regulations until October 9, 1995;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF CORPUS CHRISTI, TEXAS:
SECTION 1. That members of the U.S. Congress are urged
to support bills aimed at limiting the costly and onerous effects
of federal mandates on cities, especially H.R. 1295, S. 81, and
H.R. 767.
SECTION 2. That copies of this resolution be sent to the
Congressional delegation from the Corpus Christi area.
