ORDINANCE APPROPRIATING $5,000 IN ELDERCARE
COALITION GRANT FUNDS FROM THE TEXAS
DEPARTMENT ON AGING; AND DECLARING AN
EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS
CHRISTI, TEXAS:
SECTION 1. That there is hereby appropriated a grant in the amount of
$5,000 from the Texas Department on Aging for establishment of a local coalition to address
the needs of the elderly homebound, as more fully set forth in the Grant, a substantial copy
of which is attached hereto and made a part hereof, marked Exhibit "A".
SECTION 2. That upon written request of the Mayor or five Council
members, copy attached, to find and declare an emergency due to the need for immediate
action necessary for the efficient and effective administration of City affairs, such finding of
an emergency is made and declared requiring suspension of the Charter rule as to
consideration and voting upon ordinances at two regular meetings so that this ordinance is
passed_and shall take effect upon first reading as an emergency measure this the Ib day

the Texas Register under Chapter 251 (Title 40, Part IX, Texas Administrative Code.)
This award is subject to the terms and conditions set out in the Project Care
Application dated August 6, 1992 (Attachment A).

Project Care Coalition Goals
The Mayor's Council has also developed a set of goals for the Eldercare
Campaign and Project Care Coalition.
1. Establish a membership list that will expand current membership of the
Mayor's Council on Senior Affairs. The membership list will include
representatives from nontraditional areas of the community.
2. Establish a round table of representatives from a cross section of
employers for the discussion of eldercare issues and appropriate
community responses.
3. Develop an ongoing agenda of public awareness geared to educate the
community about eldercare.
4. Organize a fall conference to present the issue of eldercare to
employers in the area in order to facilitate the community education
process locally.
5. Convene a coalition building session immediately following the fall
conference.
6. Identify a priority list of unmet needs and select a single need that
can be addressed by the Project Care Coalition.
7. Develop a 3 year strategic plan for the development of a Local agenda in
response to the local issues identified affecting eldercare and the work
family.
S. That the strategic plan incorporate the identification of resources and
the development of linkages between social service providers and the
private sector that will help to respond to the prioritized issues and
needs among our senior citizens.

For the reasons set forth in the emergency clause of the foregoing
ordinance an emergency exists requiring suspension of the Charter
rule as to consideration and voting upon ordinances at two regular
meetings: I/we, therefore, request that you suspend said Charter
rule and pass this ordinance finally on the date it is introduced,
or at the present meeting of the City Council.
