HomeMy WebLinkAbout021743 RES - 09/14/1993A RESOLUTION EXPRESSING THE INTENT OF THE CITY OF CORPUS CHRISTI TO ACQUIRE ADDITIONAL WATER SUPPLIES. WHEREAS, the City of Corpus Christi, Texas, is the owner and operator of Choke Canyon/Lake Corpus Christi reservoir system that supplies water to 380,000 persons in seven counties in the Coastal Bend area; WHEREAS, it was originally estimated that the Choke Canyon/Lake Corpus Christi reservoir system would provide 252,000 acre-feet of firm annual yield for M&I use, recent studies by the City of Corpus Christi have estimated that the firm annual yield for M&I use is currently 168,000 acre-feet per year and will decline to 153,000 acre-feet per year by the year 2050; WHEREAS, projections of water demand over the period from the current time to the year 2050 indicate that surface water use in the existing seven counties served by the Choke Canyon/Lake Corpus Christi system will increase from 132,000 acre-feet per year in 1990 to 253,000 acre-feet per year in the year 2050; WHEREAS, because the diminishment in firm annual yield seriously affects the ability of the Choke Canyon/Lake Corpus Christi reservoir system to meet the long term water supply needs of the system's service area, the City of Corpus Christi must identify, evaluate, acquire and develop additional water supplies to meet the long term water needs of the region; WHEREAS, the City of Corpus Christi is actively pursuing various water conservation projects to maximize the benefits of water already diverted from the system; WHEREAS, the City of Corpus Christi is participating in the Trans -Texas Water Program, a regional water supply planning effort that identified and evaluated, on a preliminary basis, 16 water supply alternatives for the Choke Canyon/Lake Corpus Christi service area; WHEREAS, two of the most feasible alternatives identified in the Trans -Texas Water Program study involve the acquisition of water and water rights from Lake Texana in Jackson County and Garwood Irrigation Company on the Colorado River in Colorado County; and WHEREAS, the City of Corpus Christi has already entered into purchase option contracts with the Lavaca-Navidad River Authority for water from Lake Texana and Garwood Irrigation Company for water rights int he Colorado River, and these option contracts expire on December 18, 1993, and March 1, 1994, respectively. \ord\93096 021743 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the City of Corpus Christi intends to exercise the option with the Lavaca-Navidad River Authority for the purchase of up to 41,840 acre-feet of water per year from Lake Texana and the option with Garwood Irrigation Company for the purchase of up to 35,000 acre-feet of water rights in the Colorado River. SECTION 2. That the exercise of these options will be at the sole discretion of the City Council, who will make every effort to identify and develop adequate sources of funds to purchase the water and water rights and to design, permit and construct the facilities required to convey the water to the Corpus Christi area. SECTION 3. That the City will, in addition to acquiring water from Lake Texana and Garwood Irrigation Company, continue to investigate other alternatives for water supply and will continue to implement policies and practices designed to conserve the water resources available from the Choke Canyon/Lake Corpus Christi system.
