OBJECTING TO THE RESTRUCTURING OF BASIC CABLE
SERVICE BY TCI CABLEVISION OF TEXAS, INC.

WHEREAS, in response to complaints from citizens about the
restructuring of basic cable service, the City Council adopted
Resolution No. 021634 on April 20, 1993 urging TCI to return Cable
News Network ("CNN") to the basic cable service tier, but TCI
refused to comply with this request and continues to carry CNN as
part of its cable programming service (expanded basic service);
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS:
SECTION 1. That the restructuring of basic cable service by
TCI is objectionable because it attempts to circumvent the Cable
Television Consumer Protection and Competition Act, enacted by the
United States Congress in October 1992, by minimizing the portion
of charges to TCI customers subject to review by the City.
SECTION 2. That the restructuring is also objectionable
because it imposes an unfair burden on individuals who must now pay
for cable programming service (expanded basic service) to receive
essential television news coverage which they have previously
received and relied on as part of basic cable service.
SECTION 3. That the City Secretary is instructed to send a
copy of this resolution to TCI's General Manager Dennis Moore and
TCI's Area Manager Randy Grimes.
