AMENDING THE PLATTING ORDINANCE, SECTION V, REQUIRED
IMPROVEMENTS, PARAGRAPH B, MINIMUM STANDARDS,
SUBPARAGRAPH 1, ROAD PAVEMENT, AND SUBPARAGRAPH 2, CURB
AND GUTTER, BY PROVIDING REVISED MINIMUM STANDARDS FOR
SUBDIVISION STREET IMPROVEMENTS; PROVIDING FOR
PENALTIES; PROVIDING FOR SEVERANCE AND PUBLICATION.
WHEREAS, the Planning Commission has forwarded to the City Council its reports
and recommendations concerning an amendment to the Platting Ordinance of the City of
Corpus Christi;
WHEREAS, in accordance with proper notice to the public, a public hearing was held
on Wednesday, October 20, 1993, during a meeting of the Planning Commission and on
Tuesday, November 16, 1993, during a meeting of the City Council, in the Council Chambers
at City Hall in the City of Corpus Christi allowing all interested persons to appear and be
heard; and
WHEREAS, the City Council has determined that the hereinafter set forth
amendment would best serve public health, necessity and convenience and the general
welfare of the City of Corpus Christi and its citizens;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS:
SECTION 1. That the Platting Ordinance of the City of Corpus Christi, Texas, is
amended by making the changes hereinafter set out.
SECTION 2. That the Platting Ordinance, Section V - Required Improvements,
Paragraph B, Minimum Standards, Subparagraph 1, Road Pavement, and Subparagraph 2,
Curb and Gutter, are amended to read as follows:
B. MINIMUM STANDARDS
The following minimum standards for subdivision street improvements shall be met as a
condition of approval of construction plans by the Director of Engineering Services/City
Engineer and before final approval of a plat by the Planning Commission.
1. SUBDIVISION STREET PAVEMENT

1 For Clay Soils Only: Local and Residential Collector cross sections shall be
constructed over a 12 -inch section of compacted raw subgrade to 90% Standard Proctor,
from which the 8 -inch limed subgrade shall be scarified and constructed. Compaction of the
raw subgrade is not applicable to the remaining cross sections provided the depth is
sufficient such that the native soil is in its natural undisturbed density.
2Equivalent single axle loads.
For Sandy Soils Only: Local and Residential Collector cross sections shall be
constructed over a 12 -inch section of compacted raw subgrade to 90% Standard Proctor,
from which the 6 -inch soil cement shall be scarified and constructed. Compaction of the raw
subgrade is not applicable to the remaining cross sections provided the depth is sufficient
that the native soil is in its natural undisturbed density. A single course surface treatment
shall be used as a seal over the soil cement base. In the event of quick soil conditions a
separate design subject to the approval of the Director of Engineering Services/City
Engineer will be required.

(2) Six (6) inch curb "L" Section
A 6 -inch "L" curb shall be used on all street improvements.
(3) Support Under Curb and Gutter Section
The base material and/or limed subgrade in the street pavement shall
extend two (2') foot beyond the curb and gutter on all sections.
(4) Staged Application of Surface Course on Local and Residential
Collectors Only
The Developer may elect to delay the application of the surface course
provided the requirements for deferment and provision for security are
met in compliance with Section V. Paragraph A. Subparagraph 3. The
Developer must then apply a single course surface treatment over the
base upon completion of street improvements and may delay the
application of one and a half inch (1.5") HMAC for local streets or two
inches (2") for residential collectors for a period not to exceed one
year.
(5) Deviations from Minimum Cross Sections
Deviation from the minimum cross sections shall be based on actual
soil tests and structural design of pavement by a licensed Professional
Engineer using any of standard methods of pavement design. an
alternate cross section shall be of equivalent strength to the minimum
cross section and subject to review and approval by the City Engineer.

(b) City Participation Policy.
The City will pay additional construction costs with regard to pavement
thickness greater than those of a Residential Collector street cross section for
Neighborhood Collectors and Commercial Collectors to the extent permitted
by the Texas Local Government Code. §§ 212.071 et. seq.
(c) Pavement Widths. Widths of paving for the various types of streets,
including standard two (2) foot curb and gutter shall not be less than the
following:

Minor, for apartments 40 feet
Minor, for residences 28 feet
Marginal Access 28 feet
Pavement widths for business or industrial developments shall be established
by the Planning Commission on the basis of the extent and character of the
proposed development.
(d) Laboratory Testing.
All materials to be used in subdivision construction shall be subject to testing
if warranted. The preponderance of testing to be performed in subdivisions
is directly related to street construction and a series of laboratory tests
normally associated with road and street construction will be required in
subdivisions, said tests being performed by an independent testing laboratory
using qualified personnel.
The testing laboratory shall be selected by the project Engineer for the street
subject to approval by the City Engineer. The Developer will pay all testing
fees for materials directly to said laboratory. Prior to acceptance, the
Developer will submit an affidavit stating that all said testing fees have been
paid the laboratory to the Director of Engineering Services/City Engineer.
The Engineer shall notify the Director of Engineering Services/City Engineer
at least one week prior to the contractor beginning construction and submit

the name of the testing laboratory for approval. A testing lab authorization
will be sent to the Engineer. It is assumed that the preponderance of testing
required in the subdivision is that testing related directly to street and utility
construction. For this reason the following ratio of testing is established.

The above schedule is a minimum schedule for testing. Failures are not included.
In the event of failures, additional tests will be required. If excessive rain occurs on
a previously tested section, the City shall have the right to order re -tests as necessary.
The City's representative on the job shall notify the testing lab when tests are to be
taken. If the contractor cannot locate the City's representative within a reasonable
period of time (2 hours), he may contact the Engineer, or his representative, who
may then, after he has inspected the work, authorize the testing lab to take tests at
the subdivision site. In the event neither the Engineer or the City's representative
is available within two hours, the Contractor may order the lab test; provided, if it is
necessary to re -test as a result of a Contractor ordered test, such re -testing shall be
at the Contractor's expense. Except as otherwise provided above, it is the intent of
the City that the Contractor not contact the lab for the purpose of requesting routine
tests. The scope of testing any materials incorporated in subdivision construction is
not necessarily limited to those tests outlined above. In the event of unusual
conditions or factors which may give the City reason to question the quality of the
materials in any portion of the subdivision, the City has the right to order such
additional tests as are necessary at the Developer's expense. The City will consult
with the Engineer on reasons for such additional tests before a testing lab will be
asked to conduct such tests.
All testing in accordance with these requirements shall be performed in accordance
with the American Society of Testing -Materials (ASTM) latest revision, and/or as

elsewhere provided in approved plans and specifications for the subdivision. All
subdivision test reports shall be certified by a licensed Professional Engineer (Texas
License). The City shall be furnished with a minimum of two (2) copies of the testing
reports.
The Engineer shall provide to the testing laboratory, a set of plans and specifications
as well as tabulation showing the estimate of quantities of material in the subdivision.
(e) Lot Grading.
Lot grading in subdivisions will be such that lots drain toward the street.
Accordingly, all lots graded within subdivisions will be sloped such that a
minimum grade of one percent (1%) exists from the front property lines to
the rear of the lot. In the event it is not practical to drain lots to the street
(rear to front), then an alternate drainage plan may be submitted for approval
by the Director of Engineering Services/City Engineer.
If drainage from adjacent property crosses such subdivision, drainage from
adjacent property will be physically diverted to adequate drainage facilities or
handled with the run-off from the subdivision itself.
2. CURB AND GUTTER
Combined curb and gutters shall be constructed on each side of each street
within the boundaries of each subdivision within the city limits and within the
five (5) mile radius thereof, according to the following specifications:
(a) For residential development, the curb and gutters shall be the City
of Corpus Christi Standard six u few (4) inch felled curb of concrete, and
shall have a minimum section twelve (12) ten (10) inches in depth at the back
of the curb, six (6) inches in depth at the flow line of the gutter, seven (7)
inches in depth in the outer edge of the gutter, and to be twenty-four (24)
inches in width and may be varied in section to fit particular conditions
involved_,
(b) Along the side of any street abutting business, park, or school property,
it shall be mandatory on the business, park, or school side of the street that
the curb and gutter be of L -type City of Corpus Christi Standard, with a
minimum height of six (6) inches, that driveways be designed as a "lay- '

c-urb-andgu a straight driveway section, and that the driveway width in
the curb shall be in compliance with the Manual of Driveway Design and
Construction Standards.

SECTION 4. That a violation of any provision of this Ordinance by any subdivider
shall constitute a misdemeanor in accordance with Section XI - Penalties, of the Platting
Ordinance.
SECTION 5. If for any reason any section, paragraph, subdivision, clause, phrase,
word or provision of this ordinance shall be held invalid or unconstitutional by final
judgment of clause, phrase, word or provision of this ordinance for it is the definite intent
of this City Council that every section, paragraph, subdivision, clause, phrase, word or
provision hereof be given full force and effect for its purpose.
SECTION 6. Publication shall be made in the official publication of the City of
Corpus Christi as required by the City Charter of the City of Corpus Christi.
SECTION 7. This ordinance shall become effective for all plats submitted after
January 1, 1994.
