AUTHORIZING THE CITY STAFF TO SUBMIT THE NOTICE OF INTENT
TO PARTICIPATE IN THE EMPOWERMENT ZONE/ENTERPRISE
COMMUNITY PROGRAM; AUTHORIZING THE STAFF TO DEVELOP
THE PROGRAM'S APPLICATION AND STRATEGIC PLAN; AND
FORMING THE ENTERPRISE COMMUNITY PROGRAM COMMITTEE.
WHEREAS, Congress recently passed and the President signed into law legislation
which establishes Urban and Rural Empowerment Zones and Enterprise Communities;
WHEREAS, the City of Corpus Christi wishes to compete nationally for designation
as an Enterprise Community under this program;
WHEREAS, if the City of Corpus Christi is designated as an Enterprise Community,
the City of Corpus Christi will receive one Health and Human Service Title XX grant
totalling $3 million dollars and increased coordination of Federal programs and may
receive tax exempt facility bonds of up to $3 million;
WIIEREAS, the City of Corpus Christi must submit its Notice of Intent to
Participate in the nomination process for this program as well as prepare an application
and strategic plan pursuing the designation of Corpus Christi as an Enterprise Community;
and
WHEREAS, the development of the application for designation iof Corpus Christi as
an Enterprise Community requires a grass roots approach to the development of the
Strategic Plan for which an Enterprise Community Program Committee should be
appointed to serve as the primary vehicle for community participation in the development
of the application and strategic plan:
NOW THEREFORE BE IT RESOLVED, that the Corpus Christi City Council
hereby authorizes City Staff to submit the Notice of Intent to Participate in the
Empowerment Zone/Enterprise Community Program and to proceed with the development
of the application and strategic plan so that the City of Corpus may compete for
designation as an Enterprise Community in order to receive the benefits of this program;
and
BE IT ALSO RESOLVED, that the City Council hereby establishes the Enterprise
Community Program Committee for the period of March 15th, 1994 through June 30, 1994
to assist City staff in the development of the Enterprise Community Program application
and strategic plan. The Enterprise Community Program Committee will be the primary
vehicle for community participation in the development of the application and strategic
plan.
