AMENDING THE CITY OF CORPUS CHRISTI CODE OF ORDINANCES
BY AMENDING CHAPTER 2, ADMINISTRATION BY ADDING NEW
SECTIONS 2-140 THROUGH 2-144 ESTABLISHING THE CORPUS
CHRISTI BAY AREA MINORITY BUSINESS OPPORTUNITY
COMMITTEE PROGRAM STEERING COMMITTEE.
SECTION 1. The Code of Ordinances of the City of Corpus Christi is hereby
amended by establishing the Corpus Christi Bay Area Minority Business Opportunity
Program Steering Committee by adding new Division 12, Sections 2-140 through 2-144 to
Chapter 2, Administration, as follows:
DIVISION 12. CORPUS CHRISTI BAY AREA MINORITY BUSINESS
OPPORTUNITY COMMITTEE PROGRAM STEERING COMMITTEE.
Sec. 2-140. Establishment.
There is hereby established the "Corpus Christi Bay Area Minority Business
Opportunity Program Steering Committee" (Committee) which shall consist of fifteen (15)
members. The members of the Committee shall be appointed by the City Council. The
Committee shall have the guidance and assistance of the Director of Community
Development. The members of the Committee shall serve without compensation.
Sec. 2-141. Membership, Terms, and Quorum.
(a) The Committee shall be composed of three (3) representatives from major local
federal agencies, one (1) representative from the Corpus Christi Chamber of Commerce,
one (1) representative from the Corpus Christi Black Chamber of Commerce, one (1)
representative from the Corpus Christi Hispanic Chamber of Commerce, four (4)
representatives from four individual local and state government agencies and five (5)
representatives from the private sector representing major employers with substantial
contracting capabilities. A representative from the Minority Business Development Center
and a representative of the Small Business Administration shall serve as Advisory Members
to the Committee. The Mayor of the City of Corpus Christi and the Nueces County Judge
shall serve as Ex -officio Members of the Committee.
(b) Members of the Committee shall be appointed for terms of three years
coincident with the City fiscal year. Terms shall be staggered so that no more than five
terms expire in any one City fiscal year. The term of each member shall continue until a
successor is appointed, subject to limitations of the City Charter or a term limitation
established by ordinance. A vacancy shall be filled for the unexpired term in the same
manner in which appointments are required to be made. Any member may be removed by
the City Council for cause. Initial appointment of five (5) of the members shall be for one
(1) year, five (5) of the members for two (2) years, and five (5) of the members for three
(3) years. The term for members of the Advisory Committee shall be three years. Ex -
officio Members shall serve while holding the office of Mayor or County Judge.

(c) Eight (8) members of the Committee shall constitute a quorum. The concurring
vote of a majority of those present, but not less than five (5) members shall be required for
making a decision.
Sec. 2-142. Organization.
(a) The chair and vice -chair of the Committee shall be elected by the members at
the first regular meeting of each fiscal year. The chair and vice -chair shall serve for a term
of one year. If a vacancy occurs in either position, a replacement shall be elected by the
members at the next regularly scheduled meeting of the Committee.
(b) The Committee shall keep minutes of its meetings and activities and furnish a
copy of the minutes to the Mayor, City Council, City Manager, City Secretary and Director
of Community Development within fifteen (15) days of the meeting or activity. The
Committee may promulgate rules and procedures for the proceedings of the Minority
Business Opportunity Committee and may amend the same from time to time. The
Committee shall meet at least once each quarter and may meet more frequently as
determined by a concurring vote of at least eight members of the Committee.
(c) Subcommittees composed of Committee members may be appointed by the Chair
and utilized to perform certain projects related to increasing opportunities for minority
businesses. The Chair with advice and consent of the City Council may call upon individuals
from throughout the community to assist the Committee or its subcommittees in the analysis
of items being considered by the Committee.
(d) There is hereby created the office of Minority Business Opportunity Committee
Executive Director. The holder of such office shall be an employee of the City of Corpus
Christi under the supervision of the Director of Community Development. The Minority
Business Opportunity Committee Executive Director shall provide the necessary
administrative and clerical support so that the Committee can expeditiously carry out its
duties.
Sec. 2-143. Purpose and Duties.
(a) The purpose of the Minority Business Opportunity Committee Program Steering
Committee is to assist with the coordination of Minority Business Opportunity Committee
activities; to serve as a focal point for the communication, delivery, and negotiation of
mutually beneficial approaches for business opportunities for minority, small, and
disadvantaged businesses; and to ensure maximum opportunities for minority and small and
disadvantaged businesses to participate in the economic mainstream of Corpus Christi.

(b) The Minority Business Opportunity Committee shall establish policies which aid
the Minority Business Opportunity Committee Executive Director in the implementation of
the local Minority Business Opportunity Committee Program. The policies shall assist the
Executive Director to accomplish the following tasks:
1. Develop program parameters, identify potential projects, and determine
support needs.
2. Recruit federal, state, local and private sector officials as Minority Business
Opportunity Committee members.
3. Identify economic opportunities, and where possible, develop specialized
approaches for minority businesses to take advantage of those opportunities.
4. Where possible, coordinate and assist governmental units at all levels to
improve their Minority Business Enterprises (MBE), Women's Business
Enterprises (WBE) and Disabled Business Enterprises (DBE).
5. Organize and coordinate Minority Business Opportunity Committee
subcommittees and task forces.
6. Insure adequate Minority Business Opportunity Committee outreach to
federal, state and local governments, and the private sector.
7. Provide contact, liaison, and follow-up with local and Minority Business
Opportunity Committee agencies.
8. Identify and develop methods to overcome barriers in the areas of financing,
management, and marketing by coordinating with educational, financial, and
marketing institutions and the private sector to make MBEs, WBEs and DBEs
self-sufficient.
9. Oversee or prepare Minority Business Opportunity Committee reports.
10. Provide liaison and outreach to the minority business community with the
Minority Business Development Center and other community organizations.
Sec. 2-144. Sunset Provisions
In the event of non -appropriation of funds for the operation of the Committee, the
Committee shall be dissolved and the office of Executive Director and any support staff
positions shall be deleted.
