HomeMy WebLinkAbout021927 ORD - 04/26/1994AN ORDINANCE CREATING THE CORPUS CHRISTI COMMISSION ON CHILDREN AND YOUTH, PRESCRIBING THE DUTIES THEREOF, AND PROVIDING FOR RELATED MATTERS IN A NEW DIVISION 19 OF ARTICLE IV, CHAPTER 2 OF THE CORPUS CHRISTI CODE OF ORDINANCES WHEREAS, our children and youth are a resource which must be nurtured and strengthened for the future of our community; and WHEREAS, our children and youth face unprecedented problems including family dysfunction, substance abuse, pregnancy, violence, homelessness, educational underachievement, delinquency, and crime; and WHEREAS, present efforts to alleviate problems of children and youth in Corpus Christi are fragmented and under -funded; and WHEREAS, some of our existing needs include development of a non-violent, family -centered community through integrated community action; formulation of primary prevention strategies; increased community awareness; identification of funding needs; procurement and coordination of public and private funds, human resources, material resources, and information; community involvement in funding decisions; a process for services accountability; effective matching of available resources with community needs; and providing the City with information on children and youth issues; and WHEREAS, an agency with a community -wide perspective should be charged with facilitating continuous progress toward a community that nurtures our children and youth and their families, promotes public investment in their well being, and, through caring and commitment, improves the quality of life for all. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS, THAT: SECTION 1. Chapter 2, Article IV of the Code of Ordinances, City of Corpus Christi, is hereby amended by adding a new DIVISION 19, CORPUS CHRISTI COMMISSION ON CHILDREN AND YOUTH, to read as follows: Sec. 2-215. Creation and mission. The Corpus Christi Commission on Children and Youth is created. Its mission is to support a comprehensive system of services and advance policies to meet the needs of Corpus Christi's children, youth and their families. Sec. 2-216. Functions and duties. The Commission will: \ord\94018.skp 021927 7 1. Gather and organize information from all people and entities in order to act as a source of information and referral on issues concerning children, youth, and their families; 2. Develop an annual community action plan for children, youth, and their families; 3. Advise the City Council on acquiring and efficiently allocating resources and services for children, youth, and their families; 4. Promote strengthening of existing services for children, youth, and their families; 5. Strengthen communications and encourage partnerships between public and private entities working with children, youth, and their families; and 6. Serve as an advocate of local, state, and federal policy benefitting children, youth, and their families to the City Council, and to others as authorized by the Council. Sec. 2-217. Membership. The Commission shall consist of 12 members appointed by the City Council. Each appointee shall have demonstrated interest in the welfare of children or youth through occupation or through association with community-based organizations. One member shall be representative of each of the following fields: health, social service, religion, legal, law enforcement, education, business and youth services. Any member who ceases substantial activity in the field represented automatically resigns from the Commission. One member shall be a youth representative from 18 to 21 years of age at time of appointment. Sec. 2-218. Term of office. Members shall serve three-year terms commencing May 1. In order to establish staggered terms, however, four members shall serve an initial term of one year and four others an initial term of two years. Initial terms shall be determined by drawing at the Commission's first meeting. Any vacancy shall be filled for the unexpired term. Sec. 2-219. Officers. The Commission shall elect a chairperson and such other officers as it deems necessary. Officers shall serve one year terms. \ord\94018.skp Sec. 2-220. Meetings. The Commission shall meet at least monthly on an established day, and may meet more frequently. A majority of members holding office shall constitute a quorum. The Commission may adopt rules for the transaction of its business. The Chairperson or any four members may call a meeting. The Commission shall be governed by the Texas Open Meetings Act. The Chairperson may vote only to change the result on a proposal. Sec. 2-221. Staffing. The City Manager shall appoint staff to assist the Commission. SECTION 2. If for any reason any section, paragraph, subdivision, clause, phrase, word or provision of this ordinance shall be held invalid or unconstitutional by final judgment of a court of competent jurisdiction, it shall not affect any other section, paragraph, subdivision, clause, phrase, word or provision of this ordinance for it is the definite intent of this City Council that every section, paragraph, subdivision, clause, phrase, word or provision hereof be given full force and effect for its purpose. \ord\94018.skp T That the foregoing ordinance was rad for the fir t time and passed to its second reading on this the 1q day ofi� 19 L� , by the following vote: Mary Rhodes /Q1,,�, p, Edward A.
