OPPOSING THE U.S. ENVIRONMENTAL PROTECTION AGENCY'S
CONSIDERATION TO PROHIBIT, REDUCE, OR SUBSTITUTE THE
USE OF CHLORINE AND CHLORINATED COMPOUNDS FOR DISINFECTING
WATER, AND WASTEWATER EFFLUENT, AND OPPOSING A ZERO -CHLORINE
DISCHARGE INTO ESTUARIES.
WHEREAS, the City of Corpus Christi, Nueces County, Texas owns and operates a
municipal water treatment plant which supplies potable water to 27 communities in 10
counties serving approximately 380,000 people with drinking water, all of which is disinfected
with chlorine; and
WHEREAS, the City of Corpus Christi, Nueces County, Texas owns and operates six
municipal wastewater treatment plants which treat approximately 29 million gallons of
wastewater daily and serve approximately 280,000 people with wastewater treatment, all of
which is disinfected with chlorine; and
WHEREAS, the Corpus Christi City Council is concerned with the announcement made by
the Environmental Protection Agency Administration to conduct a study to identify ways to
"prohibit, reduce, or substitute the use of chlorine"; and
WHEREAS, the proposed new strategy to control, and possibly phase-out, the use of
chlorine or chlorine compounds could have a potentially serious impact on the ability of
Municipalities to maintain effective disinfection as economically as with chlorine
compounds; and
WHEREAS, the Environmental Protection Agency has not identified a substitute cost
effective method of disinfection in "Drinking Water" Treatment or "Wastewater" Treatment.
WHEREAS, the proposal to prohibit, reduce, or substitute the use of chlorine for
disinfecting water and treated wastewater has not been scientifically justified; and
WHEREAS, the Environmental Protection Agency statement has created concern among the
water industry and communities about the safety of their drinking water supply and
wastewater effluent; and
WHEREAS, the City Council opposes legislation that would establish a zero -chlorine
discharge into estuaries;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF CORPUS
CHRISTI, TEXAS:

SECTION 1: That the City Council opposes all legislation that would prohibit,
reduce, and substitute the use of chlorine for disinfecting the City's public water supply and
wastewater effluent without prior approval of a suitable substitute chemical that can
disinfect the public water supply and wastewater effluent.
SECTION 2: That the City Council requests the Environmental Protection Agency
to reconsider its statement and consider the ramifications of a chlorine ban to all treated
water and wastewater treatment providers.
SECTION 3: That the City Secretary is instructed to send copies of this resolution
to President Bill Clinton; Carol Browner, Administrator, Environmental Protection Agency;
U.S. Senator Phil Gramm; U.S. Senator Kay Bailey Hutchinson; U.S. Representative E.
(Kika) de la Garza; and U.S. Representative Solomon P. Ortiz.
