SUPPORTING THE PROPOSED ALICE STATE HIGHWAY 44
RELIEF ROUTE.
WHEREAS, the Laredo -Corpus Christi highway corridor (U.S.
59/S.H. 44) has been identified as a primary trade route linking
the inland port of Laredo and the Port of Corpus Christi; and
WHEREAS, the volume of trade between Mexico and the United
States has been increasing, and is expected to increase more
rapidly due to the ratification of the North American Free Trade
Agreement; and
WHEREAS, the Port of Corpus Christi is in the process of
expanding cargo docks and container handling facilities, which is
expected to increase the volume of truck traffic between Laredo and
Corpus Christi; and
WHEREAS, in October 1993, the Texas Department of
Transportation (TxDOT) Commission authorized planning to complete
a four -lane divided highway from Laredo to Corpus Christi,
including sections of U.S. 59 and S.H. 44 and a proposed relief
route at Alice, in order to handle the expected increase in
traffic; and
WHEREAS, an Alice Relief Route would provide the critical link
in the Laredo -Corpus Christi highway corridor, and would also
provide a more effective hurricane evacuation route; and
WHEREAS, the Alice & Jim Wells County State Highway 44 Task
Force (composed of representatives of Jim Wells County, City of
Alice, Alice Chamber of Commerce, Jim Wells County Master Planning
Association, and Alice Industrial Foundation) has been established
to develop and coordinate the community's comments, recommendations
and strategies related to the proposed Alice S.H. 44 Relief Route;
and
WHEREAS, the Highway 44 Task Force commissioned Carter &
Burgess, Inc., to conduct a study to examine the impact of the
proposed Alice S.H. 44 Relief Route; and

WHEREAS, based on the findings of the Alice S.H. 44 Relief
Route Study and favorable support from the community, the Highway
44 Task Force endorses and supports the development and
construction of the proposed Alice S.H. 44 Relief Route in order to
assure that the necessary improvements to the critical link in the
Laredo -Corpus Christi highway corridor are provided in a time frame
which will support growth and relieve congestion problems.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS;
SECTION 1. The City of Corpus Christi endorses and
supports the development and construction of the proposed Alice
S.H. 44 Relief Route.
SECTION 2. The City of Corpus Christi strongly recommends
that the Texas Department of Transportation Commission accelerate
to a three-year timetable for the project development of the
proposed Alice S.H. 44 Relief Route, including the funding of
construction in the third year.
