HomeMy WebLinkAbout022143 RES - 01/24/1995RESOLUTION SUPPORTING PASSAGE OF LEGISLATION BY THE SEVENTY-FOURTH TEXAS LEGISLATURE TO PROMOTE AND PROTECT CHILDREN AND YOUTH AS RECOMMENDED BY THE CORPUS CHRISTI COMMISSION ON CHILDREN AND YOUTH WHEREAS, in 1994, the Corpus Christi City Council created the Corpus Christi Commission on Children and Youth; and WHEREAS, one of the Commission's duties is to serve as an advocate of local, state, and federal policy benefitting children, youth, and their families to the City Council, and to others as authorized by the Council; and WHEREAS, the Commission has presented to the City Council its recommendations for legislative action by the Seventy -Fourth Texas Legislature to promote and protect children and youth, which will be of benefit to all citizens; and WHEREAS, the City Council has reviewed the Commission's recommendations and determined that they should be adopted. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS, THAT: SECTION 1. The following legislative actions are supported by the City of Corpus Christi: (A) Legislation to reduce unintentional shootings in Texas, and reduce children's unsupervised access to firearms, through the use of safety devices, safety education programs, and encouragement of personal responsibility of gun owners. (B) Appropriation of increased funding for Children's Protective Services to 100 percent of Texas' children identified as needing protective services by the Year 2000. This increase is needed in order to provide protective service delivery to all children who suffer or are at risk of abuse and neglect by: continuing to support implementation of a risk-based service delivery approach; providing intense family preservation services to allow children to remain in their own home when appropriate; expanding the automated information system to support protective services and decrease administrative overhead; reducing work load to levels which would make successful casework possible and curtail staff turnover. (C) Placement of greater emphasis on prevention and early intervention services with the intent of reaching more severely disturbed children at an earlier age and ultimately reducing the number of children and adults with severe mental illness, and provide the additional resources necessary to address this recommendation. URB\ORD\019.jrb (aar) 0°2.143 (D) Increase State general revenue funding for low income working families who need child care subsidies to accept or maintain employment. An additional $23 Million in Federal dollars (Title IV -A) will be available to Texas, but requires the State to match with $9 Million before the funds can be released. (E) Support an intensive home visitation program as patterned after the Healthy Start program in Hawaii and recommended by the Texas Cities Action Plan (TCAP) and the Comptroller's Office. (F) Strengthen support of home visitation programs for newborns at high risk of abuse and neglect. Evaluation of such programs has documented reduced incidence of child abuse and neglect, and provides a positive parenting experience for the growing number of teenage, low-income parents. (Federal Medicaid administration dollars are matchable up to 50%). (G) Provide funding to support the efforts of the 20 Children's Advocacy Centers (of which one is in Corpus Christi) projected to be in operation in 1996-97. SECTION 2. The members of the Corpus Christi Commission on Children and Youth, the City Manager and staff as well as the Mayor and Council Members, are authorized to communicate to all local legislators and other pertinent officials the City's position expressed in this Resolution, and to take all steps necessary to support the position expressed herein.
