REQUESTING THE TEXAS GENERAL LAND OFFICE AND OTHER
STATE AGENCIES TO USE THEIR BEST EFFORTS TO WORK WITH
THE CITY OF CORPUS CHRISTI TO PURSUE FUNDING TO PURCHASE
LAND FOR THE PURPOSE OF CREATING PUBLIC ACCESS WAYS TO
AND FROM THE PUBLIC BEACHES OF THE COASTAL BEND.
WHEREAS, the public beaches and sand dunes of the Coastal Bend are a valuable resource
and contribute to the health, safety, and prosperity of the citizens of the City of Corpus Christi; and
WHEREAS, the citizens of the State of Texas possess valuable property rights in the public
beaches and private landowners possess valuable property rights in the areas immediately adjoining
the public beaches; and
WHEREAS, the Open Beaches Act and Dune Protection Act create a partnership between
state and local governments to balance these public and private property rights; and
WHEREAS, the City of Corpus Christi has struck a balance between these rights in its beach
access ad dune protection plan; and
WHEREAS, maintaining that balance will require continued cooperation between the City
of Corpus Christi, the Texas General Land Office and other state agencies, the public, and
landowners;
WHEREAS, it is in the best interest of both the public and private landowners that the public
be provided the rights of way needed for them to exercise their property rights in the public beaches
without placing unfair burdens on private landowners and their use and enjoyment of their property.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS:
SECTION 1. That the Texas General Land Office and other state agencies are requested to
use their best efforts to work with the City of Corpus Christi to pursue funding to purchase land for
the purpose of creating public access ways to and from the public beaches of the Coastal Bend.
