HomeMy WebLinkAbout022378 ORD - 10/17/1995AN ORDINANCE AUTHORIZING THE CITY MANAGER, OR HIS DESIGNEE, TO EXECUTE AN INTERLOCAL AGREEMENT WITH THE COASTAL BEND COUNCIL OF GOVERNMENTS WHEREBY THE CITY WILL OFFER A CITYWIDE "MASTER COMPOSTER" BACKYARD COMPOSTING TRAINING PROGRAM; AND DECLARING AN EMERGENCY. WHEREAS, the Coastal Bend Council of Governments ("COG") has entered into Contract No. 5106200148, an interlocal agreement with the Texas Natural Resource Conservation Commission ("TNRCC"), dated April 5,1995, to provide "pass through" grants; and WHEREAS, one of the TNRCC's priorities is to reduce municipal solid waste requiring land disposal by various means, including the composting of yard wastes; and WHEREAS, the City of Corpus Christi applied for a "pass through" grant to provide citywide training and equipment to support a strong composting program in the city. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the City Manager, or his designee, is hereby authorized to execute an interlocal agreement with the Coastal Bend Council of Governments whereby the City will offer a citywide "Master Composter" Backyard Composting training program. SECTION 2. That upon written request of the Mayor or five Council members, copy attached, to find and declare an emergency due to the need for immediate action necessary for the efficient and effective administration of City affairs, such finding of an emergency is made and declared requiring suspension of the Charter rule as to consideration and voting upon ordinances at three regular meetings so that this ordinance is passed and shall take effect upon first reading as an emergency measure this the 11 day of OL r , 19 gb .
