AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE
TO EXECUTE AN INTERLOCAL AGREEMENT WITH THE
REGIONAL TRANSPORTATION AUTHORITY ACCEPTING
$150,000 FOR THE CONSTRUCTION OF A BUS
TURNAROUND FACILITY AT THE CORPUS CHRISTI
MUSEUM OF SCIENCE AND HISTORY; AND DECLARING
AN EMERGENCY.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS:
SECTION 1. The City Manager or his designee is authorized to execute an interlocal
agreement with the Regional Transportation Authority accepting $150,000 for the construction of
a bus turnaround facility at the Corpus Christi Museum of Science and History. A copy of the
interlocal agreement is attached as Exhibit A.
SECTION 2. That upon written request of the Mayor or five Council members, copy
attached, to find and declare an emergency due to the need for immediate action necessary for the
efficient and effective administration of city affairs, such finding of an emergency is made and
declared requiring suspension of the Charter rule as to consideration and voting upon ordinances at
two regular meetings so that this ordinance is passed and shall take effect upon first reading as an
emergency measure this the 1G day of (A p V t 1 1996.

INTERLOCAL AGREEMENT
BUS TURN -AROUND FACILITY @
CORPUS CHRISTI MUSEUM OF SCIENCE AND HISTORY
WHEREAS, the Corpus Christi Regional Transportation Authority ("RTA") requires
installation of improvements of a bus turn -around facility in association with the Columbus
Fleet Exhibit and the Corpus Christi Museum of Natural History and Science
Expansion/Seeds of Change Exhibit occupying right-of-way and other property owned by
the City of Corpus Christi ("City); and
WHEREAS, the City is committed to the improvement of transportation and the support of
education and cultural endeavors which enhance the community; and
WHEREAS, the City has made substantial improvements to the Bayfront Arts and
Sciences Park through 1994 certificates of obligation; and
WHEREAS, the desired improvement of transportation and community facilities are central
goals of both the RTA and City which will be furthered by the construction of the subject
bus turn -around facility,
NOW, THEREFORE, the RTA and City agree:
1. Using the services of a consulting engineer acceptable to RTA, the City will
develop plans and specifications and receive bids for the construction of a bus turn-
around facility and associated improvements at the Corpus Christi Museum of
Science and History near the terminus of Chaparral Street. The RTA will be given
opportunity to review and suggest changes to the plans and specifications prior to
the time of advertising the project for bids. Plans and specifications shall be
submitted to both the RTA and City for approval which approvals will not be withheld
unreasonably.
2. The City will provide contract administration and inspection services associated
with the construction of this facility. The services to be provided will be comparable
to those provided on other City capital improvement projects. The provision of
these services by the City shall not preclude RTA from reasonable site visits or
inspections as may be necessary.
3. Within thirty (30) days of the execution of this agreement by the City, RTA shall
pay to the City $150,000 being RTA's share of the project cost for the bus turn -

around including construction and other related costs. The RTA's share of the
project cost shall not exceed $150,000 without the approval of the RTA.
4. The City shall maintain RTA funds in a non-interest bearing account. Within
thirty after the completion, closeout, and acceptance of the project by the City, the
City shall refund to RTA any portion of RTA's share of project funds which are not
expended.
5. The City will supply to RTA as -built record plans of the project showing the actual
installed location of all improvements.

For the reasons set forth in the emergency clause of the foregoing ordinance an emergency exists
requiring suspension of the Charter rule as to consideration and voting upon ordinances at two
regular meetings: I/we, therefore, request that you suspend said Charter rule and pass this ordinance
finally on the date it is introduced, or at the present meeting of the City Council.
