AUTHORIZING THE CITY MANAGER, OR HIS DESIGNEE, TO
EXECUTE AN INTERLOCAL AGREEMENT WITH THE COASTAL BEND
COUNCIL OF GOVERNMENTS WHEREBY THE CITY WILL DEVELOP
A CENTRALIZED COMPOSTING PROGRAM; AND DECLARING AN
EMERGENCY.
WHEREAS, the Coastal Bend Council of Governments ("CBCOG") has entered into
Contract No. 6106200050, an interlocal agreement with the Texas Natural Resource Conservation
Commission ("TNRCC"), dated December 14, 1995, to provide "pass through" grants; and
WHEREAS, one of the TNRCC's priorities is to reduce municipal solid waste requiring land
disposal by various means, including the composting of yard wastes; and
WHEREAS, the City of Corpus Christi applied for a "pass through" grant to provide a
centralized composting program in the city.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS:
SECTION 1. That the City Manager, or his designee, is hereby authorized to execute an
interlocal agreement with the Coastal Bend Council of Governments whereby the City will offer a
citywide centralized composting program.
SECTION 2. That upon written request of the Mayor or five Council members, copy
attached, to find and declare an emergency due to the need for immediate action necessary for the
efficient and effective administration of City affairs, such finding of an emergency is made and
declared requiring suspension of the Charter rule as to consideration and voting upon ordinances
at three regular meetings so that this o dinance is passed and shall take effect upon first reading
as an emergency measure this the Z�J day of , 1996.

For the reasons set forth in the emergency clause of the foregoing ordinance an emergency exists
requiring suspension of the Charter rule as to consideration and voting upon ordinances at two
regular meetings: I/we, therefore, request that you suspend said Charter rule and pass this
ordinance finally on the date it is introduced, or at the present meeting of the City Council.
