HomeMy WebLinkAbout022654 RES - 08/13/1996RESOLUTION APPROVING IN CONCEPT A STRUCTURE FOR THE DEVELOPMENT OF A WATER SUPPLY SYSTEM TO DELIVER WATER FROM LAKE TEXANA AND THE GARWOOD IRRIGATION COMPANY TO THE O.N. STEVENS WATER TREATMENT PLANT IN CORPUS CHRISTI. WHEREAS, supplemental water supplies are urgently needed by the more than 400,000 people who depend on the Choke Canyon/Lake Corpus Christi (CC/LCC) water supply system; and WHEREAS, the City of Corpus Christi acts on behalf of all current and potential water users in a 10 -county water supply service area including Nueces, San Patricio, Jim Wells, Kleberg, Aransas, Bee, Live Oak, McMullen, Refugio and Brooks counties; and WHEREAS, the City of Corpus Christi has purchased 41,840 acre feet of water per year from the Lavaca-Navidad River Authority (LNRA), and holds options on ownership rights to 35,000 acre feet of water from the Garwood Irrigation Company; and WHEREAS, a system of pipelines and pump stations estimated to cost approximately $132 million (Project) is needed to deliver this water to customers in the Coastal Bend region who depend on the CC/LCC system; and WHEREAS, The Lavaca-Navidad River Authority has agreed by contract to play a role in arranging bond sales necessary to finance construction of the pipeline system Project; and WHEREAS, the Nueces River Authority has for 20 years been a partner in the development and operation of the regional water supply system through the Choke Canyon Project and can appropriately play an expanded role in providing additional regional water supplies; and WHEREAS, the Port of Corpus Christi Authority, a county -wide authority charged with management and stewardship of regional resources, has substantial experience with major construction projects including coordination of design teams, regulatory clearance activities and construction management. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI: SECTION 1. That the City Council approves in concept the following structure for the development of a water supply system to deliver water from Lake Texana and the Garwood Irrigation Company to the O.N. Stevens Water Treatment Plant in Corpus Christi: (a) The City of Corpus Christi would continue in its role as regional water supplier and day-to-day operator of the water supply system including the new pipelines and pump stations. It would continue to be responsible for collecting water revenues from all customers on an equitable basis and making debt payments. 96JB4520.101 022634 atcalLMEA 2 (b) The LNRA would be responsible for assisting in arranging a bond package to fund the Project. (c) The Nueces River Authority would join in issuing the bonds, would award all necessary contracts and would disperse bond proceeds to pay for the Project. The Nueces River Authority would own the pipeline system (System). The City of Corpus Christi would operate the System. When bonds are retired ownership of the System would be conveyed to the City for the benefit of Coastal Bend regional water customers. (d) The Port of Corpus Christi Authority will be project manager for the fast-track design and construction of the Project. This will be done in consultation with designated representatives of the Nueces River Authority and the City of Corpus Christi. (e) The Regional Water Supply Task Force, in coordination with the City of Corpus Christi, will work with consultants to evaluate cost of service issues so that all customers in the region pay their fair share of the new water supply and System. SECTION 2. That the City Manager is authorized and directed to develop the necessary agreements with the Lavaca-Navidad River Authority, the Nueces River Authority, and the Port of Corpus Christi Authority to develop the Project for consideration by the City Council as soon as possible.
