HomeMy WebLinkAbout022657 ORD - 08/13/1996ORDINANCE APPROPRIATING $49,433 FROM THE STATE OF TEXAS, OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION FOR THE CONTINUED OPERATION OF THE CRIME ANALYSIS UNIT IN NO. 162 STATE AND FEDERAL GRANT FUND; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That $49,433 is appropriated from the State of Texas, Office of the Governor, Criminal Justice Division for the continued operation of the Crime Analysis Unit in No. 162 State and Federal Grant Fund. SECTION 2. That upon written request of the Mayor or five Council members, copy attached, to find and declare an emergency due to the need for immediate action necessary for the efficient and effective administration of City affairs, such finding of an emergency is made and declared requiring suspension of the Charter rule as to consideration and voting upon ordinances at two regular meetings so that this ordinance is assed and s all take effect upon first reading as an emergency measure this the / S day of ,(, 1996. The grant award must be accepted within 45 days by completing and returning the enclosed grantee acceptance notice in the pre -addressed envelope provided for your convenience. A copy of the Governor's Criminal Justice Plan for Texas is being forwarded under separate cover to the financial officer designated in your grant application. This grant award is for the project's second year of funding. It will, therefore, only be eligible for three more years of funding. Additionally, the Criminal Justice Division has instituted two new guidelines concerning budget adjustments. A project may submit only FOUR budget adjustments per grant year except for those adjustments required by CJD. Attached is a List that identifies which types of budget adjustments we include in this policy. Additionally, CJD will not allow grantees to reallocate personnel funds that are not expended because of a vacancy to other budget line items. Applicable special conditions are contained in the Plan or cited below. Total project costs must be accounted for in accordance with the Uniform Grant and Contract Management Standards and the Plan. GRANTEE REQUEST FOR FUNDS All grantee requests for funds shall be submitted to CJD, to the attention of the Accounting Department, in accordance with the instructions provided by CJD and shall be in the form required by CJD. Requests for funds will not be honored until all special conditions outlined on the Statement of Grant Award and that required action on the part of the grantee have been satisfied. FUTURE FUNDING Approval of the above -referenced grant does not commit the Governor's Office to future funding. Any such funding shall be determined by the state plan or guide under which application may be made, by all applicable policies and procedures promulgated by the Governor's Office, Criminal Justice Division, and/or federal guidelines, and by the ap- propriation of funds. GRANT ADJUSTMENTS Grantee shall submit written requests for grant adjustments, as required by the appli- cable Criminal Justice Rule contained in the Governor's Criminal Justice Plan for Texas for this specific program fund.
