ADOPTING A STATEMENT OF LEGISLATIVE POLICY
FOR THE CITY OF CORPUS CHRISTI DURING THE
SEVENTY-FIFTH TEXAS LEGISLATURE.
WHEREAS, the 75th Texas Legislature convenes in January 1997, and the United
States Congress will also be in session during said legislative term; and
WHEREAS, the Legislature and Congress will consider many measures that affect
the City of Corpus Christi; and
WHEREAS, it is necessary to provide guidance for City officers and staff in
conducting legislative efforts.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF CORPUS CHRISTI, TEXAS, THAT THE FOLLOWING IS ADOPTED AS THE
CITY'S LEGISLATIVE POLICY:
SECTION 1. General Policy:
A. The City will support legislation that:
1. Will protect City revenues.
2. Reduces costs to the City.
3. Provides for more local control.
4. Protects those policies previously established through the Charter, ordinances,
resolutions, and master plans.
5. Provides increased educational opportunities for the citizens of Corpus Christi and
the region.
B. The City will oppose legislation that:
1. Undermines the principle of home rule and local self government.
2. Results in loss of revenue to cities.
3. Diminishes the authority of cities to regulate and manage their growth and
development.
Nullifies or undermines the City's policies contained in existing provisions of the

Charter, ordinances, resolutions, and master plans, unless such changes expand the
City's ability to manage its own affairs.
5. Diminishes any existing authority of cities.
SECTION 2. Water
The City strongly supports, as the highest priority, legislation to protect the City's water
supply and water rights and to enable the City to expand its water supply and rights, and strongly
opposes legislation which would diminish or challenge such water supply or water rights or the
City's ability to expand such.
SECTION 3. Annexation
The City strongly opposes legislation to erode annexation authority of cities.
SECTION 4. Roads
The city strongly supports legislation authorizing additional revenue sources for city road
maintenance, to help alleviate the serious backlog of needed road maintenance.
SECTION 5. Education
The City strongly endorses legislation to advance and obtain sufficient support for education
in this area, especially legislation to enable Texas A&M - Corpus Christi to operate as a strong and
viable four-year university, and legislation to insure adequate funding for the operation and programs
of the Del Mar Junior College District.
SECTION 6. Mandates
The City is especially, strongly opposed to mandates from the state or federal governments
that require any expenditure by the City unless all costs of same, including administrative as well
as direct out of pocket costs, are fully reimbursed by the mandating government.
SECTION 7. Children and Youth
The City strongly endorses legislation to reduce crime and delinquency among children and
youth, and to promote their development and well-being.
SECTION 8. 911 Fees
The City supports legislation necessary to insure 9-1-1 emergency telephone number fees

sufficient to fully cover city costs within the city limits.
SECTION 9. General Procedures
A. The City Council will determine the City position on all legislative issues.
B. The City's Boards and Commissions and Advisory Groups may not represent in oral
testimony or in writing a position on proposed legislation unless that position is first
approved by the City Council.
C. Positions on legislative matters originating outside of the City Council but within the City's
governmental framework shall be submitted to the City Manager for review prior to
consideration by the City Council.
D. The legislative positions herein approved, and others separately approved, by the City
Council, shall be communicated to the legislative and congressional delegations, to the
Legislature and Congress in general and/or to the appropriate legislative committees or to
others by members of the City Council, the City Manager or staff persons designated by the
City Manager or by consultants retained by the City.
E. The City will coordinate its legislative program with other political jurisdictions and provide
assistance to those political jurisdictions where possible and where there is a commonality
of interest.
