HomeMy WebLinkAbout023185 ORD - 01/13/1998AN ORDINANCE AUTHORIZING THE CITY MANAGER, ORHIS DESIGNEE, TO EXECUTE AN INTERLOCAL AGREEMENT WITH THE COtSTAL BEND COUNCIL OF GOVERNMENTS, WHICH WILL FUNDA FRONT END LOADER FOR THE CITY'S CENTRALIZED COMPOSTING PROGRAM, AND DECLARING AN EMERGENCY. WHEREAS, the Coastal Bend Council of Governments ("CBCOG") has entered into a contract with the Texas Natural Resource Conservation Commission ("TNRCC") that allows CBCOG to provide "pass through" grants from solid waste fee revenues collected by TNRCC to local governments; and WHEREAS, one of the TNRCC's priorities is to reduce municipal solid waste requiring land disposal by various means. including the composting of yard wastes; and WHEREAS, the City of Corpus Christi applied for a "pass through" grant to fund a front end loader for the City's Centralized Composting Program; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the City Manager, or his designee, is hereby authorized to execute an interlocal agreement with the Coastal Bend Council of Governments through which the City will purchase a front end loader for the City's Centralized Composting Program with funds provided by a pass-through grant from the CBCOG and TNRCC. SECTION 2. That upon written request of the Mayor or five Council members, copy attached, to find and declare an emergency due to the need for immediate action necessary for the efficient and effective administration of City affairs, such finding of an emergency is made and declared requiring suspension of the Charter rule as to consideration and voting upon ordinances at three regular meetings so that this ordinance is sassed and shall take effect upon first reading as an emergency measure this the 1311 day of Li / hti , 1998.
