APPROPRIATING S79,997 FROM THE UNRESERVED FUND BALANCE
IN THE NO. 162 FEDERAL/STATE GRANTS FUND AS STATE FISCAL
YEAR 1997 PROGRAM INCOME TO FUND ENVIRONMENTAL HEALTH,
LABORATORY, AND NURSING SERVICES, FOR THE PERIOD
SEPTEMBER 1, 1997 TO AUGUST 31, 1998; AND DECLARING AN
EMERGENCY.
SECTION 1. That S79,997 is appropriated from the Unreserved Fund Balance in the No.
162 Federal/State Grants Fund as State Fiscal Year 1997 Program Income to fund environmental
health, laboratory, and nursing services for the period September 1, 1997 to August 31, 1998.
SECTION 2. That upon written request of the Mayor or five Council members, copy
attached, to find and declare an emergency due to the need for immediate action necessary for the
efficient and effective administration of City affairs, such finding of an emergency is made and
declared requiring suspension of the Charter rule as to consideration and voting upon ordinances at
two regular meetings so that this ordinance passed and shall take effect upon first reading as an
