HomeMy WebLinkAbout023242 ORD - 03/10/1998AN ORDINANCE CREATING WILLIAMS DRIVE NEIGHBORHOOD PRESERVATION AND REDEVELOPMENT AREA; PROVIDING FOR SEVERANCE; PROVIDING FOR PUBLICATION; AND DECLARING AN EMERGENCY. WHEREAS, the City Council has previously directed a planning study of the Williams Drive area be undertaken; and WHEREAS, the City's Planning Department has reported to the City Council that the developmental pressures along Williams Drive are also endemic throughout the area bounded on the north by Williams Drive (including the residential lots along the north side of Williams Drive along the southern boundary of the Moore Plaza commercial district), on the east by Airline Road, on the south by Holly Road, and on the west by Everhart Road; and WHEREAS, City staff has recommended to the City Council that the Council establish the Williams Drive Neighborhood Preservation and Redevelopment Area to provide benefits to assist the area; BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. The Williams Drive area is declared a Neighborhood Preservation and Redevelopment Area. A detailed description of the neighborhood is attached as Exhibit A. SECTION 2. All programs and benefits the City Council has previously established for the City of Corpus Christi Enterprise Zone are herein made available to the Williams Drive Area Neighborhood Preservation and Redevelopment Area. In addition, targeted infrastructure improvements will be made available. SECTION 3. That any ordinance or part of any ordinance in conflict with this ordinance is expressly repealed by this ordinance. SECTION 4. If for any reason any section, paragraph, subdivision, clause, phrase, word or provision of this ordinance shall be held invalid or unconstitutional by final judgment of a court of competent jurisdiction, it shall not affect any other section, paragraph, subdivision, clause, phrase, word or provision of this ordinance, for it is the definite intent of this City Council that every section, paragraph, subdivision, clause, phrase, word or provision hereof be given full force and effect for its purpose. SECTION 5. Publication shall be made in the official publication of the City of Corpus Christi as required by the City Charter of the City of Corpus Christi. SECTION 6. That upon written request of the Mayor or five Council members, copy attached, to find and declare an emergency due to the need for immediate action necessary for the efficient and effective administration of City affairs, such finding of an emergency is made and declared requiring suspension of the Charter rule as to consideration and voting upon ordinances at two R84003A2.069 2 regular meetings so that this ordinance is passed and shall take effect upon first reading as an emergency measure this the 10th day of March, 1998.
