APPROVAL OF ORDINANCE AMENDING ORDINANCE 3658, AS AMENDED,
SUBSECTIONS 251 THROUGH 257, REVISING CLASSIFICATION SCHEDULES
AS REFLECTED IN EXHIBIT A. APPROVAL OF ORDINANCE AMENDING
ORDINANCE 8127, SECTION 510, AS AMENDED, TO REFLECT
HOUSEKEEPING REVISIONS TO 1HE MANAGERIAL GROUP PAY PLAN FOR
FY 98-99. APPROVAL OF ORDINANCE AMENDING ORDINANCE 8127, AS
AMENDED, SECTION 501, BY REMOVING SALARY SCHEDULES A AND B FOR
FY 97-98 AND ADDING SALARY SCHEDULES A AND B FOR FY 98-99 WITH NO
ADJUSTMENTS TO RANGES AS REFLECTED IN EXHIBIT C THROUGH
DECEMBER 6, 1998. AMEND ORDINANCE 8127, SECTION 552, TO SUSPEND
MERIT PAY UNTIL AUGUST 1, 1999. AMEND ORDINANCE 8127, SECTIONS 501
AND 510, TO PROVIDE FOR ALL CITY EMPLOYEES HIRED PRIOR TO
JANUARY 1, 1998, TO BE HEREBY GRANTED A 3% PAY INCREASE
EFFECTIVE THE FIRST FULL PAY PERIOD IN DECEMBER 1998. ADD NEW
SUBSECTION 711 TO STATE COUNCIL'S CHARTER AUTHORITY TO HIRE
AND SET COMPENSATION FOR THE CITY MANAGER; PROVIDES FOR
SEVERANCE; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That Ordinance 3658, as amended, Section 250, Classification Plan for All
Positions in the Classified Service, Subsections 251 through 257 be amended by amending Sections
251, 252, 253, 254, 255, 256, and 257 to read as shown in Exhibit A.
SECTION 2. That Ordinance 8127, as amended, Section 510, Managerial Group Pay Plan
FY 1997-98, be amended by adopting the revised Managerial Group Pay Plan FY 1998-99, attached
hereto as Exhibit B, which includes housekeeping revisions for FY 98-99.
SECTION 3. That Ordinance 8127, as amended, Section 501, Salary Schedules, be amended
by replacing Salary Schedules A and B effective August 4. 1997, with Salary Schedules A and B
effective August 3, 1998, with no adjustments to ranges, as reflected in Exhibit C.

SECTION 4. That Ordinance 8127, as amended, Section 700, Special Compensation
Provisions be amended by adding a new Subsection 711, City Manager's Compensation to read as
follows:
711 City Manager's Compensation. The compensation and other terms and conditions
for the position of City Manager shall be established by resolution or motion of the City
Council. Provisions of the City's Compensation and Classification Plan governing Managerial
Group employees shall apply to the City Manager unless provided otherwise in said resolution
or motion.
SECTION 5: That Ordinance 8127, as amended, Section 552, Advance of Salary within a
Salary Schedule, be amended by adding a new Subsection 552.0 to read as follows:
552.0 Merit pay under Section 552 of the City Compensation and Classification Plan
is suspended until August 1, 1999.
SECTION 6: Amend Ordinance 8127, as amended, by amending Sections 501, Salary
Schedules, and 510, Managerial Group Pay Plan FY 98-99, as reflected in Exhibits D and E, to read
as follows:
501, 510 The maximum salary ranges in Sections 501 and 510 of the City
Compensation and Classification Plan are hereby increased by 3% and all City
employees hired prior to January 1, 1998, with the exception of Police and
Fire personnel covered by collective bargaining agreements, are hereby
granted a 3% pay increase effective the first full pay period in December 1998.
SECTION 7. If, for any reason, any section, paragraph, subdivision, clause, phrase, word
or provision of this Ordinance shall be held invalid or unconstitutional by final judgement of a court
of competent jurisdiction, it shall not affect any other section, paragraph, subdivision, clause, phrase,
word or provision of this Ordinance, for it is the definite intent of this City Council that every section,
paragraph, subdivision, clause, phrase, word or provision hereof be given full force and effect for its
purpose.
SECTION 8. That upon written request of the Mayor or five Council Members, copy
attached, to find and declare an emergency due to the need for the efficient and effective
administration of City Affairs, such findings of an emergency is made and declared requiring
suspension of the Charter rule as to consideration and voting upon ordinances at two regular meetings
so that this Ordinance is passed and shall take effect upon first reading as an emergency measure.
