AMENDING THE CODE OF ORDINANCES, CITY OF CORPUS CHRISTI,
CHAPTER 6, ANIMAL CONTROL, BY REPEALING THE PROVISION
DESIGNATING PORTIONS OF THE O. N. STEVENS WATER
TREATMENT PLANT AS A WILDLIFE AND BIRD SANCTUARY;
PROVIDING FOR PUBLICATION; AND DECLARING AN EMERGENCY.
WHEREAS, the City of Corpus Christi acquired 155.6 acres of property adjacent to the O. N.
Stevens Water Treatment Plant in 1953 for future expansion of the facility; and
WHEREAS, in 1971, the City Council designated portions of the property as a wildlife and bird
sanctuary, but reserved the right to use the designated portions of the property as part of the
filtration plant or as part of the facilities of the Water Department; and
WHEREAS, the designated portions of the O. N. Stevens Water Treatment Plant property that
have been used as a wildlife and bird sanctuary are now needed to allow construction of sludge
lagoons, and the continued access to the site by outside persons will interfere with the
construction of the improvements and the ongoing operations of the Stevens plant; and
WHEREAS, there is no feasible and prudent alternatives to the use of the undeveloped portions
of the O. N. Stevens Water Treatment Plant for the construction of sludge lagoons; and
WHEREAS, reasonable measures are being taken to minimize harm to natural areas within the
portions of the plant property that was designated as a wildlife and bird sanctuary, by restricting
the extent of clearing of the trees and maintaining a corridor of trees around portions of the new
facilities.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. Section 6-40(c) of the Code of Ordinances is repealed.

SECTION 2. Publication shall be made in the official publication of the City of Corpus Christi
as required by the City Charter of the City of Corpus Christi.
SECTION 3. That upon written request of the Mayor or five Council members, copy attached,
to find and declare an emergency due to the need for immediate action necessary for the efficient
and effective administration of City affairs, such finding of an emergency is made and declared
requiring suspension of the Charter rule as to consideration and voting upon ordinances at two
regular meetings so that this ordinance is pas pd and shall take effect upon first reading as an
