WHEREAS, the City of Corpus Christi acquired the 7.43 acres of property, which is now known as Brockhampton Park, located at the intersection of Stone Henge Street and Brockhampton Street through dedication in 1984, for use as a park; and WHEREAS, a small portion of the Brockhampton Park is now needed to allow construction of the Stone Henge Street extension, which will connect the Brighton Village Development with a new development, to be known as Ranch 66; and WHEREAS, the Stone Henge Street extension will serve as a collector street and provide needed access from new developments located to the west of Brighton Village to Brockhampton Park and Kaffie Middle School; and WHEREAS, the City's Park and Recreation Advisory Board, Transportation Advisory Committee, and Planning Commission reviewed numerous alternatives routes for providing access to Brockhampton Park and Kaffie Middle School; and WHEREAS, the alternatives to the use of a small portion of the northwest corner of the park were all found to be either impractical, infeasible, or pose significant traffic and safety issues that would either endanger the surrounding neighborhood or the users of Brockhampton Park, including students from Kaffie Middle School; and WHEREAS, reasonable measures are being taken to minimize the impact on the remaining portions of Brockhampton Park by only designating a small, 10,000 square foot portion of the park at its northwest corner as public right-of-way; and WHEREAS, the required notices have been published in the Corpus Christi Caller -Times on August 3, 8, and 17, 1998, and a public hearing was held by the City Council on August 25, 1998, on the proposed use of a portion of Brockhampton Park as public right-of-way for the Stone Henge Street extension, as required by Chapter 26 of the Texas Parks and Wildlife Code. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the City Council of the City of Corpus Christi finds that the use of portions of Brockhampton Park is needed for the construction of Stone Henge Street extension, as shown in the City's Transportation Plan, an element of the City's Comprehensive Plan, which was amended by the City Council on April 21, 1998, to include the Stone Henge Street extension. The City Council specifically finds that there is no feasible and prudent alternative to the use or taking of the land for this purpose, and all reasonable planning efforts have been made to minimize the impact on Brockhampton Park.
