HomeMy WebLinkAbout023440 RES - 09/15/1998RESOLUTION AMENDING THE RESOLUTION ADOPTING POLICIES AND GENERAL RULES AND PROCEDURES OF THE CITY COUNCIL TO ADD A NEW POLICY FOR UPGRADING TRAFFIC SIGNALIZED INTERSECTIONS THROUGHOUT THE CITY OF CORPUS CHRISTI, TEXAS, TO STORM - RESISTANT HARDWARE AND THAT NEWLY SIGNALIZED INTERSECTIONS CONSTRUCTED BY THE CITY OF CORPUS CHRISTI AND BY THE TEXAS DEPARTMENT OF TRANSPORTATION WITHIN THE CITY OF CORPUS CHRISTI CITY LIMITS AND ITS EXTRA- TERRITORIAL JURISDICTION BE CONSTRUCTED WITH STORM - RESISTANT HARDWARE. WHEREAS, the City of Corpus Christi City ("City") has a significant number of traffic signalized intersections with overhead spanwire- suspended traffic signals which are not resistant to hurricane strength and strong tropical storm wind loads and will most likely be completely destroyed under such storm conditions; and WHEREAS, experience has demonstrated that cantilevered -supported traffic signal installations are generally storm -resistant and are able to survive such storms with nominal damage; and WHEREAS, the City frequently installs cantilevered signals whenever a signal is upgraded; and WHEREAS, the City's pre -positioned contracts for post -hurricane recovery operations are intended, in relevant part, to replace damaged spanwire-suspended signalized intersections with the upgraded, cantilevered, storm -resistant traffic signals; and WHEREAS, an official City Council policy for upgrading spanwire-suspended signals to cantilevered signal hardware is necessary before the Federal Emergency Management Agency ("FEMA") will consider reimbursing the higher costs of cantilevered signal hardware in a recovery operation; WHEREAS, the City Council previously adopted Resolution No. 021901 establising policies and general rules and procedures of the City Council; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. Resolution No. 021901 is amended by adding new Part 19 that the City's policy be to upgrade traffic signalized intersections throughout the City to storm -resistant hardware and that newly signalized intersections constructed by the City and the Texas Department of Transportation within the City of Corpus Christi city limits and its extra -territorial jurisdiction be constructed with storm -resistant hardware.
