A RESOLUTION
ENDORSING THE CORPUS CHRISTI BAY AREA EMPOWERMENT
ZONE APPLICATION AND AUTHORIZING THE CITY MANAGER OR
HIS DESIGNEE TO SUBMIT THE APPLICATION TO THE U.S.
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT.
WHEREAS, the City of Corpus Christi prides itself on creating economic opportunity for
all of its citizens; and
WHEREAS, the City of Corpus Christi has been active in the Texas Enterprise Program
since 1989 and has been successful with the implementation of its ideal enterprise zone program;
and
WHEREAS, the City of Corpus Christi finds it necessary and desirable that the Corpus
Christi community adopt a strategic plan for the revitalization of the distressed communities,
outlined in the attached map, hereinafter referred to as the Empowerment Zone; and
WHEREAS, the City of Corpus Christi desires to revitalize its distressed communities
within the designated Empowerment Zone by expanding economic opportunities and creating
liveable, sustainable and vibrant residential communities; and
WHEREAS, the City of Corpus Christi, in partnership with the Port of Corpus Christi,
Nueces County, San Patricio County, and the cities of Gregory and Robstown has prepared a
strategic plan for the Empowerment Zone and prepared an application to seek designation as a
Federal Empowerment Zone.
NOW THEREFORE BE IT RESOLVED, that the City of Corpus Christi hereby approves
the submission of the joint application for the Corpus Christi Bay Area Empowerment Zone for
consideration by the Texas Department of Economic Development and the United States
Department of Housing and Urban Development and certifies that the application is true and correct
to the best of the City's knowledge; and
BE IT FURTHER RESOLVED, that the City Council of the City of Corpus Christi hereby
endorses and supports the goals and strategies contained in the application for the proposed Federal
Empowerment Zone; and
BE IT FURTHER RESOLVED, that the City Council of the City of Corpus Christi
completely and enthusiastically supports the process and the efforts of Nueces County, San Patricio

County and the cities of Gregory and Robstown, its partners in the preparation of the application,
and the wholehearted participation of community residents, citizen groups, and the private and
nonprofit sectors, in the development of the strategic plan and recommendations; and
BE IT FURTHER RESOLVED, that the City Council of the City of Corpus Christi hereby
authorizes the City Manager or his designee to complete and execute any and all documents
necessary or desirable for the submission of the Corpus Christi Bay Area Empowerment Zone
application for designation as an Empowerment Zone, including any required certifications.
