HomeMy WebLinkAbout023529 ORD - 01/12/1999AN ORDINANCE AMENDING ORDINANCE NO. 023387, WHICH ADOPTED THE FY 98-99 BUDGET, BY TRANSFERING MONIES AND REDUCING APPROPRIATIONS IN THE NO. 102 GENERAL FUND; AND DECLARING AN EMERGENCY. WHEREAS, the City Manager of the City of Corpus Christi, pursuant to Article IV, Section 2 of the City Charter, submitted a budget proposal, which estimated the City's revenues and the City's expenses for the ensuing fiscal year beginning August 1, 1998 and ending July 31, 1999, to the City Council, and which proposal had been compiled from detailed information from the several departments, divisions, offices of the City, in accordance with the City Charter provision, which budget was passed and approved by Ordinance No. 023387 on July 28, 1998; and WHEREAS, on August 25, 1998 the City Council received from the City Manager financial concerns on the Adopted General Fund Ending Balance, the current expenditure vs. current revenue deficit, and the long-term impact of the present financial situation; and WHEREAS, on this same date the City Council instructed the Manager to bring forth his financial recommendation to stabilize and improve the City's financial condition; and WHEREAS, on December 8, 1998 the City Manager presented to the City Council a Budget Reduction Plan for balancing expenditure and revenues; and WHEREAS, a summary of the Budget Reduction Plan is hereby made a part of this amending ordinance and requires the following action to be enacted: NOW, THEREFORE, be it ordained by the City Council of the City of Corpus Christi, Texas: SECTION 1. That the fiscal year 1998-99 budget adopted by Ordinance No. 023387 is amended and certain transfers are approved, as follows: APPROPRIATION INCREASES: 1. Transferring $ 1,727,694 from the No. 102 General Fund to the No. 300 General Obligation (G.O.) Debt Service Fund, to pay for Solid Waste Services and Museum activities current year debt principal, interest, and reserve requirements. 2. Transferring $ 475,330 from the No. 102 General Fund to the No. 137 Self Insurance Fund to pay for the Fire and Police Departments' increased contribution. Transferring $ 111,087 from the No. 102 General Fund to the No. 119 $111,087 Ambulance Fund, to make equipment lease purchase payments. 4. Reallocating $ 807,539 within various No. 102 General Fund activities to $807,539 provide monies to Fire, Street Services, Solid Waste Services, and Park and Recreation Departments for equipment lease purchase payments. 5. Reallocating $ 60,000 within various No. 102 General Fund activities to $60,000 provide monies to the Fire Department to purchase 3 Police Package Sedans. 6. Reallocating $ 13,840 within various No. 102 General Fund activities to fund additional salary requirements in the Park and Recreation and Planning Departments. Total Increases to General Fund Fiscal Year 1998-99 Adopted Budget 8. Reducing operating costs in various No. 102 General Fund activities by reducing authorized expenditures by $ 3,093,820. 9. Eliminate subsidy transfer to No.103 Visitor's Facilities Fund. ($76.494) Total General Fund Appropriation Decreases ($5,132,008) Net Impact to Total General Fund Appropriations ($1,936,518) Net Impact to Ambulance Fund Appropriations $111,087 Net Impact to Total Appropriations ($1,825,431) which reduces proposed amended expenditures by ($ 1,825,431), and the budget, as amended, is adopted and City Manager is directed to make all adjustments necessary to implement said changes. A copy of the Executive Summary of this budget amendment is incorporated herein by reference and H:\LEG-DIR\VERONICA\ALISON\ORD99.600\AGORD99.600 2 is on file with the City Secretary. SECTION 2. If for any reason any section, paragraph, subdivision, clause, phrase, word or provision of this ordinance shall be held invalid or unconstitutional by final judgement of a court of competent jurisdiction, it shall not affect any other section, paragraph, subdivision, clause, phrase, word or provision of this ordinance, for it is the definite intent of this City Council that every section, paragraph, subdivision, clause, phrase, word or provision hereof be given full force and effect for its purpose. SECTION 3. That upon written request of the Mayor or five Council Members, copy attached, to find and declare an emergency due to the need for immediate action necessary for the efficient and effective administration of City affairs, such finding of an emergency is made and declared requiring suspension of the Charter rule as to consideration and voting upon ordinances at two regular meetings so that this ordinanciis�passed and shall take effect upon first reading as an emergency measure this the 1,14-h day oY YJMJJ& t 1999.
