REVISING SECTION 13-4, GAS CODE, OF THE CITY CODE OF
ORDINANCES BY INCORPORATION OF THE SBCCI STANDARD GAS
CODE, 1997 EDITION; PROVIDING FOR SEVERANCE; PROVIDING FOR
PENALTIES; PROVIDING FOR PUBLICATION; AND PROVIDING AN
EFFECTIVE DATE OF JULY 5, 1999.
WHEREAS, the 1997 edition of the Standard Gas Code was approved by the Southern
Building Code Congress International, Inc. (SBCCI) membership;
WHEREAS, the City of Corpus Christi desires to update the City of Corpus Christi
Technical Construction Codes, including the Gas Code, by adopting the 1997 edition of
the SBCCI Standard Gas Code to protect public health, safety, and welfare;
WHEREAS, due to local conditions, certain special local requirements have been
established to raise the level of health and safety for gas plumbing installations, to
prevent the rapid deterioration of such gas plumbing materials and equipment from
severe atmospheric and underground corrosive action, and to prevent gas pipe
breakage due to shifting soil, certain additions, deletions, and corrections of the SBCCI
Standard Gas Code are required to meet local conditions, Section 13-4 of the Code of
Ordinances shall take precedence when in conflict with the provisions of the SBCCI
Standard Gas Code;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. Section 13-4, Gas Code, is revised to read as follows:
Sec. 13-4. Gas Code
With the following enumerated additions, deletions, and revisions, the SBCCI Standard
Gas Code, 1997 Edition, a copy of which, authenticated by the signatures of the Mayor
and City Secretary, made public record by this Section, and on file in the City
Secretary's office, is incorporated by reference and adopted as the Gas Code of the
City of Corpus Christi:
a. CHAPTER 1, ADMINISTRATION, is deleted. Section 13-1, Administration,
Code of Ordinances, contains the administrative rules for the administration of
the Gas Code and the other Technical Construction Codes of the City of Corpus
Christi, including the Building Code, Electrical Code, Mechanical Code, and
Plumbing Code.
b. Section 202, Definitions, of the SBCCI Standard Gas Code is amended by
adding the following definitions:

"SECTION 202
"DEFINITIONS
"PLASTIC PIPING. As used in this Code. the term "plastic piping" does
not include piping made from solvent weld polyvinyl chloride (PVC)."
"PVC CONDUIT. As used in this Code. the term "PVC conduit" describes
solvent weld PVC plastic Dim used as to encase and protect metal or
other varieties of plastic piping from the elements or other hazards."
c. Section 306.3, Plastic piping, of the SBCCI Standard Gas Code to read as
follows:
"306.3 Plastic piping. Plastic pipe or tubing, and compatible fittings conforming
with ASTM D 2513, or reinforced epoxy resin gas pressure pipe and fittings
conforming with ASTM D 2517, may be used outside underground only. See
309.14 for limitations.
Exception: Solvent weld PVC plastic piping may not be used for gas
piping, but solvent weld PVC plastic piping may be used as a conduit or
sleeve to encase and orotect_gas pipes."
d. Section 306.4.1.1 of the SBCCI Standard Gas Code is revised to read as
follows:
"306.4 Piping joints and fittings
"306.4.1 Metallic
"306.4.1.1 Pipe joints may be threaded, flanged or welded
and nonferrous pipe may also be brazed with material
having a melting point in excess of 1,000°F (538°C):
e. Section 306.4.1.2 of the SBCCI Standard Gas Code is revised to read as
follows:
"306.4 Piping joints and fittings
"306.4.1 Metallic

"306.4.1.2 Tubing joints shall either be made with flared gas
tubing fittings, or brazed with a material having a melting
point in excess of 1,000°F (538°C).
Metallic ball sleeve compression type
tubing fittings shall not be used for this purpose inside or
under buildings but may be used for other underground
connections.
"Exception: Indoor connections may be metallic ball
sleeve compression type, when they are part of a
listed interior piping system."
f. Section 306.4.2 of the SBCCI Standard Gas Code is revised to read as
follows:
"306.4.2 Plastics. Plastic pipe, tubing and fittings shall be joined by either
the solvent cement method, heat fusion method or by means of
compression couplings or flanges. The joining method used shall be
compatible with the materials being joined. The recommendations of the
manufacturer shall also be taken into consideration when determining
which method is to be used. The following shall be observed when making
such joints:
"1. Plastic pipe or tubing shall not be threaded.
"2. Solvent cement joints, and heat -fusion joints shall be made in
accordance with qualified procedures which have been established
and proven by test to produce gas-tight joints at least as strong as
the pipe or tubing being joined.
Solvent cement or heat -fusion joints shall not be made between
different kinds of plastic.
Heat -fusion or mechanical joints shall be used when joining
polyethylene (PE) pipe, tubing or fittings. Joints made with
compression couplings shall be assembled in accordance with
compression coupling manufacturer's recommendation. Only
compression couplings designed for use with plastic pipe in natural
gas service shall be used.
Flanges or special joints may be used providing they are properly
qualified by the manufacturer and utilized in accordance with
manufacturer's recommendations. Polyethylene (PE) pipe and
tubing shall not be flared.
When compression type mechanical joints are used, the gasket
material in the fitting shall be compatible with the plastic piping and
with the gas distributed by the gas company. An internal tubular
rigid stiffener shall be used in conjunction with the fitting and the
stiffener shall be flush with end of the pipe or tubing and extend at

least to the outside end of the compression fitting when installed.
The stiffener shall be free of rough or sharp edges and shall not be
a force fit in the plastic. A split tubular stiffener shall not be used.
The joint shall be designed and installed to effectively sustain the
longitudinal pull-out forces caused by contraction of the piping or by
external loading."
g. Section 309.10 of the SBCCI Standard Gas Code is revised to read as
follows:
"309.10 Underground Piping. No gas piping shall be
placed underground closer than 8 inches (203 mm) from a
water pipe or a sewer line.
All
underground gas pipe must be installed at least eighteen
(18") inches (257 mm) deep. If a minimum of,z inehea
(305 mm) 18 inches (257 mm) of cover cannot be
maintained, the pipe shall be installed in conduit or bridged
(shielded)."
h. Section 309.13 of the SBCCI Standard Gas Code is revised to read as
follows:
"309.13.1 Protection Against Corrosion. Metallic gas
piping in contact with the earth or other material which may
corrode the piping, shall be protected against corrosion.
When dissimilar metals are joined underground, an insulated
coupling shall be used. Metallic piping shall not be laid in
contact with cinders. Underground steel Dim must be
wrapped with an aoproved water tight material.
i. Section 310, Gas Shutoff Valves of the SBCCI Standard Gas Code is revised
by adding a new subsection 310.3 to read as follows:
"SECTION 310
"GAS SHUTOFF VALVES
"310.3 Location of gas shutoff valves. For gas supply
control. an accessible. above ground. shut-off valve shall be
provided outside of and at the building "
j. Section 311.2 of the SBCCI Standard Gas Code is revised to read as follows:

"311.2
pas piping shall be pressure tested after all piping authorized
by the permit has been installed and after all portions thereof
which are to be concealed have been concealed. and before
any fixtures or appliances are attached thereto. The piping
shall withstand an air pressure equal to not less than the
pressure of a column of mercury ten (10') inches in height
f kPa)and the oioina shall hold this air pressure for a
period of at least ten (10) minutes without any perceptible
drop. A mercury column gauge shall be used for this test."
k. Section 311.3 of the SBCCI Standard Gas Code is deleted.
I. Section 518 of the SBCCI Standard Gas Code is amended by adding a new
subsection 518.5 to read as follows:
"SECTION 518
"INCINERATORS
"518.5 Additional requirements for gas-fired
incinerators. Gas fired incinerators may be used only if
approved by the Building Official. The owner shall submit
written evidence of compliance to all applicable Federal and
State air pollution control laws and local health regulations."

m. Appendix A, Flow of Gal Through Fixed Orifices, of the SBCCI Standard Gas
Code is provided for information and reference. It is only has the force of law
when referenced in another section of the Gas Code.
n. Appendix B of the SBCCI Standard Gas Code is deleted. Section 103.7,
Fees, as adopted by Section 13-1 of the Code of Ordinances, contains the fee
schedule applicable to the Gas Code.
o. Appendix C of the SBCCI Standard Gas Code is deleted.
p. Appendix D, Example Problems, of the SBCCI Standard Gas Code is
provided for information and reference
q. Appendix E, 5 -PSI Gas Sizing, of the SBCCI Standard Gas Code is provided
for information and reference. It is only has the force of law when referenced in
another section of the Gas Code.
SECTION 2. If for any reason any section, paragraph, subdivision, clause, phrase, word or
provision of this ordinance shall be held invalid or unconstitutional by fmal judgment of a court
of competent jurisdiction, it shall not affect any other section, paragraph, subdivision, clause,
phrase, word or provision of this ordinance, for it is the definite intent of this City Council that
every section, paragraph, subdivision, clause, phrase, word or provision hereof be given full
force and effect for its purpose.
SECTION 3. A violation of this ordinance or requirements implemented hereunder shall
constitute an offense, punishable as provided in Section 13-1 of the City Code of
Ordinances.
SECTION 4. Publication shall be made in the official publication of the City of Corpus
Christi as required by the City Charter of the City of Corpus Christi.
SECTION 5. This ordinance goes into effect on July 5, 1999, and shall apply to all
installations under permits issued on or after that date.
