REVISING SECTION 13-5, MECHANICAL CODE, OF THE CITY CODE OF
ORDINANCES BY INCORPORATION OF THE SBCCI STANDARD
MECHANICAL CODE, 1997 EDITION; PROVIDING FOR SEVERANCE;
PROVIDING FOR PENALTIES; PROVIDING FOR PUBLICATION; AND
PROVIDING AN EFFECTIVE DATE OF JULY 5, 1999.
WHEREAS, the 1997 edition of the Standard Mechanical Code was approved by the
Southern Building Code Congress International, Inc. (SBCCI) membership;
WHEREAS, the City of Corpus Christi desires to update the City of Corpus Christi
Technical Construction Codes, including the Mechanical Code, by adopting the 1997
edition of the SBCCI Standard Mechanical Code to protect public health, safety, and
welfare;
WHEREAS, due to local conditions, certain special local requirements have been
established to raise the level of health and safety for installation of mechanical systems,
including heating, ventilation, and air conditioning systems, chimneys and vents, boilers
and water heaters, and solar systems, certain additions, deletions, and corrections of
the SBCCI Standard Mechanical Code are required to meet local conditions, Section
13-5 of the Code of Ordinances shall take precedence when in conflict with the
provisions of the SBCCI Standard Mechanical Code;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. Section 13-5, Mechanical Code, is revised to read as follows:
Sec. 13-5. Mechanical Code
With the following additions, deletions, and revisions, the SBCCI Standard Mechanical
Code, 1997 Edition, a copy of which, authenticated by the signatures of the Mayor and
City Secretary, made public record by this Section, and on file in the City Secretary's
office, is incorporated by reference and adopted as the Mechanical Code of the City of
Corpus Christi:
a. CHAPTER 1, ADMINISTRATION, is deleted. Section 13-1, Administration,
Code of Ordinances, contains the administrative rules for the administration of
the Mechanical Code and the other Technical Construction Codes of the City of
Corpus Christi, including the Building Code, Electrical Code, Gas Code, and
Plumbing Code.
b. Section 304.8.3 of the SBCCI Standard Mechanical Code is amended by
adding a new subdivision 4 to read as follows:

"304.8.3 Condensate disposal place. Condensate from all cooling coils
or evaporators shall be piped from the drip pan outlet to a suitable
disposal place where it will not cause a nuisance as follows:
"1. Units larger than 3 tons (10.6 kW) nominal capacity shall
drain to a sanitary sewer drain through an indirect waste,
storm sewer drain or an approved French drain.
Units 3 tons (10.6 kW) and smaller capacity may terminate
in gutter or roof drain, on a concrete pad or other location
subject to approval of the mechanical official.
Condensate drains from rooftop units may spill on rooftop
providing the condensate does not drain into a street or
alley, or other areas of sufficient amount to be a menace.
"4„, grains may be piped to enable the use of condensate for the
jrrigation of vegetation and watering of foundations by either
direct piping or through use of hoses connected to the drain
piping. as long as the drain piping is not directly connected
to the plumbing system."
c. Appendix A, Guidelines for Estimating Heat Loss and Gain, of the SBCCI
Standard Mechanical Code is provided for information and reference.
d. Appendix B of the SBCCI Standard Mechanical Code is deleted. Section
103.7, Fees, as adopted by Section 13-1 of the Code of Ordinances, contains
the fee schedule applicable to the Mechanical Code.
e. Appendix C, Procedures for Determining Thermal Resistance (R) Values for
Air Distribution Ducts and Plenums, of the SBCCI Standard Gas Code is
provided for information and reference.
SECTION 2. If for any reason any section, paragraph, subdivision, clause, phrase,
word or provision of this ordinance shall be held invalid or unconstitutional by final
judgment of a court of competent jurisdiction, it shall not affect any other section,
paragraph, subdivision, clause, phrase, word or provision of this ordinance, for it is the
definite intent of this City Council that every section, paragraph, subdivision, clause,
phrase, word or provision hereof be given full force and effect for its purpose.
SECTION 3. A violation of this ordinance or requirements implemented hereunder shall
constitute an offense, punishable as provided in Section 13-1 of the City Code of
Ordinances.
SECTION 4. Publication shall be made in the official publication of the City of Corpus
Christi as required by the City Charter of the City of Corpus Christi.
SECTION 5. This ordinance goes into effect on July 5, 1999, and shall apply to all
installations under permits issued on or after that date.
