AUTHORIZING INTERVENTION BY THE CITY OF CORPUS CHRISTI IN
CENTRAL POWER AND LIGHT COMPANY'S TRANSMISSION AND
DISTRIBUTION RATE CASE AT THE PUBLIC UTILITY COMMISSION
OF TEXAS; AUTHORIZING THE JOINING WITH OTHER INTERVENING
CITIES TO PROTECT MUNICIPAL AND RATEPAYER INTERESTS;
AUTHORIZING THE HIRING OF ATTORNEYS AND CONSULTANTS;
REQUIRING REIMBURSEMENT OF RATE CASE EXPENSES INCURRED
BY THE CITY; AND REQUIRING DELIVERY OF THIS RESOLUTION TO
A REPRESENTATIVE OF CENTRAL POWER AND LIGHT COMPANY.
WHEREAS, the City of Corpus Christi is a regulatory authority under the Public Utility
Regulatory Act (PURA) and has exclusive original jurisdiction over the rates and services of Central
Power and Light Company (CPL) within the municipal boundaries of the City; and
WHEREAS, pursuant to {}39.201 of PURA Central Power and Light Company is required
to file proposed tariffs for its transmission and distribution utility on or before April 1, 2000; and
WHEREAS, CPL's filing will result in transmission and distribution charges to go into
effect as of January 1, 2002; and
WHEREAS, the charges established by the PUC have the potential to hinder competition
in CPL's service territory; and
WHEREAS, the Steering Committee of Cities served by CPL has historically intervened
in CPL rate proceedings to protect the interests of municipalities and CPL customers; and
WHEREAS, pursuant to §33.025 of PURA, the City of Corpus Christi has standing to
intervene in PUC proceedings relating to the provision of electric service to the City; and
WHEREAS, pursuant to §33.023 of PURA, CPL is required to reimburse the City for
reasonable expenses incurred in participating in ratemaking matters.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS, THAT:
SECTION 1. The City is authorized to intervene in Central Power and Light Company's
transmission and distribution rate case filed at the Public Utility Commission of Texas on or before
April 1, 2000.
SECTION 2. The City is authorized to join the Steering Committee of Cities served by
CPL to protect the interests of the City of Corpus Christi and protect the interests of CPL's
customers residing and conducting business within the city limits.

SECTION 3. Subject to the right to terminate employment at any time, the City of Corpus
Christi hereby authorizes Geoffrey Gay and Steve Porter of the law firm, Lloyd, Gosselink, Blevins,
Rochelle, Baldwin & Townsend, counsel to the Steering Committee of Cities, and other qualified
consultants, to be hired by the Steering Committee, to review CPL's filing, to represent the City of
Corpus Christi at the PUC and to prosecute any appeals as directed by the City. CPL shall reimburse
the City for reasonable attorney and consultant costs incurred as a result of the intervention and
associated ratemaking efforts authorized by this Resolution. It is specifically understood that the
City' s iuterveution will not necessitate expenditure of any City funds.
SECTION 4. A copy of this Resolution shall be sent to the local CPL representative.
