HomeMy WebLinkAbout024391 RES - 03/20/2001RESOLUTION SUPPORTING LEGISLATION BY STATE REPRESENTATIVE SOLIS THAT PROVIDES TAX INCENTIVES FOR CERTAIN BUSINESSES LOCATED IN ENTERPRISE ZONES, DEFENSE READJUSTMENT ZONES AND CERTAIN FEDERALLY DESIGNATED ZONES. WHEREAS, House Bill 2686 provides tax incentives to businesses participating in enterprise projects; WHEREAS, tax incentives area extremely vital economic development tool, which has significantly benefitted Corpus Christi and the Coastal Bend region; WHEREAS, hundreds thousands of new jobs have been created and millions of dollars of new construction have resulted from the economic inducement of tax incentives in Corpus Christi and the Coastal Bend region; WHEREAS, local communities and the State in general would be put in a position of severe competitive disadvantage with all competing states if tax incentives were not expanded in Texas; WHEREAS, the authority to utilize tax incentives must be continued and expanded for the continued well-being and competitiveness of the State; WHEREAS, military installations within the State may be faced with closure if the Federal Government initiates a new round of the Base Realignment and Closure Commission actions; WHEREAS, local communities will need to be able to offer tax incentives to restore the economic vitality of their communities due to the lost of military and civilian employee payrolls following base closings; WHEREAS, the City of Corpus Christi and the Coastal Bend region is the home of several major military establishments, including the Naval Air Stations at Corpus Christi and Kingsville, the Naval Station at Ingleside, and the Corpus Christi Army Depot; and WHEREAS, House Bill 2686, introduced by State Representative Solis in the 77th Legislature, would continue and expand the use to tax incentives for enterprise projects, including tax incentives for defense readjustment zones; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. The City Council of the City of Corpus Christi strongly supports House Bill 2686, legislation introduced by State Representative Solis, that provides tax incentives for certain businesses located in enterprise zones, defense readjustment zones and certain federally designated zones. SECTION 2. The City Manager is directed to convey the City's support for House Bill 2686 to the Texas Legislature and other interested state and local officials.
