HomeMy WebLinkAbout024409 RES - 03/27/2001RESOLUTION SETTING THE LEVEL OF PUBLIC IMPROVEMENTS WITHIN THE PROPOSED RODD FIELD PUBLIC IMPROVEMENT DISTRICT. WHEREAS, on October 24, 2000, the City Council adopted Resolution 024261, initiating proceedings to establish the Rodd Field Village Public Improvement District in response to petitions filed by the property owners; WHEREAS, during its deliberations the City Council asked the City's staff to reexamine the proposed improvements to determine whether it would be feasible to bring the area up to current City development standards; WHEREAS, the staff has determined it would cost approximately $6,500,000 to bring the area up to today's platting and construction standards; WHEREAS, the staffs original proposal would cost approximately $779,950, plus an additional $89,000 in engineering and platting expenses; WHEREAS, when the City annexed the Rodd Field Village in 1989, the City recognized the area posed a unique situation for the City and accepted modified development standards in the annexation service plan; WHEREAS, when the City of Corpus Christi annexed the Rodd Field Village, the service plan (a copy of the service plan is attached to this resolution as Exhibit 1) spelled out which improvements the City would maintain and the conditions under which the City would assume responsibility; WHEREAS, the members of the City Council concur with the proposal to limit the improvements to the standards and levels of service established for Rodd Field Village in the annexation service plan; WHEREAS, due to the historical development of Rodd Field (a former naval aviation training base), the construction of industrial facilities close to existing property lines, the lack of or inadequacy of existing rights-of-way and easements, and other unique circumstances that make the application of many current development standards to Rodd Field Village impractical and uneconomical; and WHEREAS, in petitioning for this Public Improvement District, the property owners recognized that the limited improvements were all they and the City can afford to provide at the present time or in the foreseeable future, and that there is no commitment or obligation by the City to plan for any future improvements to the area; NOW, THEREFORE, BE IT RE~OI:VED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: R13103A2.WPD 2 SECTION 1. In. preparing his recommendations on the specific improvements to be constructed within the proposed district under Section 2.d. of Resolution 024261, the City Manager is directed to rely on the Rodd Field Village annexation service plan and not the current requirements in the City's Platting Ordinance and street and utility construction standards, specifications, and detail sheets. SECTION 2. For the reasons stated in the whereas paragraphs of this resolution, the standards for improvements that will be constructed through the proposed Rodd Field Public Improvement District are based on these unique factors, and may not be used to establish any precedent for improvements to other areas of the City.
