AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO EXECUTE
A MEMORANDUM OF UNDERSTANDING WITH NUECES COUNTY AND
NUECES COUNTY HOSPITAL DISTRICT REGARDING THE
OPERATION AND FUNDING OF THE CITY OF CORPUS CHRISTI-
NUECES COUNTY, TEXAS PUBLIC HEALTH DISTRICT
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS:
SECTION 1. That the City Manager or his designee is authorized to execute a
Memorandum of Understanding with Nueces County and Nueces County Hospital District regarding
the operation and funding of the various functions of the City of Corpus Christi-Nueces County,
Texas Public Health District, a substantial copy of which is set forth as Exhibit A hereto and
incorporated herein.

MEMORANDUM OF UNDERSTANDING
WHEREAS, the City of Corpus Christi (the "City") and Nueces County (the "County")
entered into the Cooperative Agreement To Operate A Public Health District. executed July 31,
1984, (the "Agreement") which created the City of Corpus Christi-Nueces County, Texas Public
Health District (the "Health District"); and
WHEREAS, the City and the County have operated the Health District continuously since
that time; and
WHEREAS, Article Ill of the Agreement provides that the members of the District may
provide such local funds as they deem necessary with which state and other funds will be used to
operate the Public Health District; and
WHEREAS, insufficient funds are available to provide vital clinical services of the
District; and
WHEREAS, funds are anticipated to be available to the Nueces County Hospital District
(the "Hospital District") from the Tobacco Settlement Permanent Trust Account (Chapter 403,
Subchapter G. Texas Government Code) for the upcoming fiscal year which may be used to
provide vital clinical services; and
WHEREAS, the furnishing of vital public health clinical services is a public purpose of
the City, the County, and the Hospital District; and
WHEREAS, the City, the County, and the Hospital District are presently engaged in
discussions regarding the development of an interlocal agreement for the long-term operation and
funding of the various functions of the Health District.
NOW, THEREFORE, the City, the County, and the Hospital District agree as follows:
1. They will continue to work to develop a new interlocal agreement as expeditiously as
possible, xvith a target of completing the agreement by October 1, 2001.
2.. The Hospital District will provide $1.074,049 from tobacco funds for Fiscal Year
2001-2002 for clinical services, including the STD Clinic, Immunization, Health Nursing
Services, Laboratory, Dental Health. and Administration.
3. Presently, the clinical services are being administered by the City; however, after
completion of discussions it is anticipated that responsibility for operation of all clinical services
will be transferred to the County or the Hospital District.
4. The Hospital District will transmit $I.074,049 to the party operating the clinical

services by October 1, 2001. If said funds are transferred to the City, the City will separately
account for said funds and, upon transferring all operational control of clinical services, these
funds will be transferred to the County or Hospital District, as the entity designated as operator of
clinical services.
5. This Agreement shall be tbr a term of one year effective upon execution by the last
party to sign.
