AN ORDINANCE
AMENDING THE CODE OF ORDINANCES, CITY OF CORPUS CHRISTI,
CHAPTER 2, ADMINISTRATION, TO REPLACE THE WATER
CONSERVATION ADVISORY COMMITTEE WITH THE WATER
RESOURCES ADVISORY COMMITTEE; PROVIDING FOR SEVERANCE;
PROVIDING FOR PUBLICATION; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. Chapter 2, Article IV, Division 20 of the Code of Ordinances is revised to
read as follows:
DIVISION 20. WATER CONSCR'JATION RESOURCES ADVISORY COMMITTEE
Sec. 2-230. Composition, organization, and duties.
(a) Composition.
m There is hereby created the water conservation resources advisory committee
which shall consist of a minimum of fifteen (1 S) nine (9) members and not more

commercial customers of the city's water system, industrial custo" ,ers of the

supply system, treated ....ater a wholesale raw or treated water customer of the
city's regional water supply system, tne COtltn Texas Water Autnority, the Can
ratricio Municipal Water District, tne roFt of Corpus Cnristi Autnority, ~
representative of the Port Industries of Corpus Christi Doara of Trade, ~
representative of a school district located within the Citv. Corpus Cnristi
Independent Ocnool District, tne Greater Corpus Cnristi Dusiness Alliance, ~
representative of a military facilities, facility. a representative of landscaping[-and
nurserylhorticulture btlsinesses interest, builders associations, a representative
of apartment owners associations, lecall,ledia and <Lcitizens at large.
(2) The members of the advisory committee is appointed by the mayor with the
approval of the council, for two-year terms of office. Any vacancy shall be filled
for the unexpired term. All committee members shall serve without
compensation.
(3) The Mayor may appoint In addition, one f4Tor two council memberl2l snail be
appointed to serve as an ex officio memberl2l of the committee.

(b) Organization.
(1) The committee shall adopt its own rules of procedures.
(c) Duties. The advisory committee shall seFile as an adviso!) to advise the Corpus
Christi Water Division and to the city council Citv Council. Citv Manaqer. and Water
Suoerintendent in matters of vvater conservation, drought management and water
resources management. The Citv Council. Citv Manaqer. and Water Suoerintendent
mav refer matters to the committee to obtain their views.
SECTION 2. If for any reason any section, paragraph, subdivision, clause, phrase,
word or provision of this ordinance shall be held invalid or unconstitutional by final
judgment of a court of competent jurisdiction, it shall not affect any other section,
paragraph, subdivision, clause, phrase, word or provision of this ordinance, for it is the
definite intent of this City Council that every section, paragraph, subdivision, clause,
phrase, word or provision hereof be given full force and effect for its purpose.
SECTION 3, Publication shall be made in the official publication of the City of Corpus
Christi as required by the City Charter of the City of Corpus Christi.
SECTION 4. That upon written request of the Mayor or five Council members, copy
attached, the City Council (1) finds and declares an emergency due to the need for
immediate action necessary for the efficient and effective administration of City affairs
and (2) suspends the Charter rule that requires consideration of and voting upon
ordinances at two regular meetings so that this ordinance is PCl~sed an~i~0s effect I ~,

For the reasons set forth in the emergency clause of the foregoing ordinance an
emergency exists requiring suspension of the Charter rule as to consideration and
voting upon ordinances at two regular meetings: Ilwe, therefore, request that you
suspend said Charter rule and pass this ordinance finally on the date it is introduced, or
at the present meeting of the City Council.
