Drive to Mounts Street, Mounts Street from Claride Street to Lakeside Drive, Jane Street from Jester Street to Claride Street, Webb Street from N.A.S. Drive to Jane Street, Scotland Street from N.A.S. Drive to Jane Street APPROVING THE DIRECTOR OF ENGINEERING SERVICES PROJECT CONSTRUCTION COST ESTIMATE INCLUDING AN ESTIMATE OF THE PORTION OF COSTS TO BE PAID BY THE CITY AND THE PORTION TO BE PAID BY ASSESSMENTS; SETTING A PUBLIC HEARING ON THESE PROPOSED ASSESSMENTS TO OCCUR DURING THE JUNE 25, 2002 CITY COUNCIL MEETING; DIRECTING THE CITY SECRETARY TO ARRANGE TO PUBLISH NOTICE OF THIS PUBLIC HEARING; AND ORDERING THE DIRECTOR OF ENGINEERING SERVICES TO PROVIDE WRITTEN NOTICE OF THE PUBLIC HEARING TO PROPERTY OWNERS In its Resolution No~passed on May 14,2002, the City Council determined that it was necessary to improve and ordered the improvement of the following highways in Corpus Christi, Nueces County, Texas: Flour Bluff Area Street Improvements, Phase 1 : . Claride Street from N.A.S. Drive to Mounts Street . Mounts Street from Claride Street to Lakeside Drive . Jane Street from Jester Street to Claride Street . Webb Street from N.A.S. Drive to Jane Street . Scotland Street from N.A.S, Drive to Jane Street In Resolution No.cQLf;<(g4:, the city council stated that the Project consisted on categories or improvements: 1) street, curb, gutter, and sidewalk improvements to be paid for partly by the city and partly by assessments; 2) driveways to be paid for entirely by assessments; and 3) other improvements, to be paid for by the city, because either the assessment statute did not apply to these improvements or the city was not making assessments to pay for them, The city's department of engineering services prepared detailed project plans and specifications, The city then received bids to construct the project accordingly. 024865 After evaluating the apparent lowest responsible bid to construct the Project, the director of engineering services prepared a Project Construction Cost Estimate (attached as Exhibit A). This estimate specifies anticipated total Project construction cost and the city portion of this cost, the preliminary total of assessments, and various assessment rates. The estimate also includes a bid tabulation and a preliminary assessment roll listing proposed assessments against each abutting or affected property. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. The project plans and specifications are approved. SECTION 2. In accordance with Texas Transportation Code Section 313.024, the Project construction cost estimate is approved; however, the assessments listed in the preliminary assessment roll cannot be imposed until after a public hearing is conducted in accordance with state law and the city council's Assessment Process Rules Resolution. SECTION 3. A public hearing on proposed assessments for the Flour Bluff Area Street Improvements, Phase I will be held during the City Council's June 25, 2002 meeting. This meeting will begin at 2:00 p.m. in the City Council Chambers, I" Floor, City Hall, 1201 Leopard, Corpus Christi, Texas. SECTION 4. The city secretary will arrange to publish notice of this public hearing in accordance with the Assessment process Rules Resolution. SECTION S. S, Drive to Jane Street This street shall be constructed by excavation to a width and depth to permit the laying of a standard 6-inch curb and gutter section, 6-inch of soil cement, 6-inch of flexible base (limestone), 1.5-inch hot mix asphaltic concrete pavement, Type "D". The street shall be 28-feet and constructed within the existing right-of-way. There will be 4-foot wide standard and 5-foot wide tied reinforced concrete sidewalks 4-inches thick with ADA compliance and 6-inch thick reinforced concrete driveway. I am the City Engineer for the City of Corpus Christi and have served in this capacity for the last 26 months and as Assistant City Engineer for the last one hundred twenty months (120) months, I am a Professional Engineer, licensed by the State of Texas since 1977, I have over 24 years of experience in design of construction and estimating the costs thereof. Mounts Street from Claride Street to Lakeside Drive The project consists of reconstructing approximately 5,000 linear feet of 28-foot back-to-back street including limestone base; prime; hot mix asphaltic concrete (HMAC) pavement; curb and gutter; sidewalks and driveways; upgrading the existing storm drainage; replacing the water line; and replacing the existing sanitary sewer. Prior to this hearing, I had an estimate of project costs prepared, and it compared favorably with the bids received. In my opinion, the costs are true and accurate, This project is estimated to start in July 2002 with completion in August 2003. ( A el . I have experience in appraising both commercial and residential properties, and I am familiar with the real estate market in Corpus Christi. I am familiar with the Flour Bluff, Phase I Street Improvements. I agree with Mr. Jeff Barroso's description of the conditions to be changed and I am familiar with the improvements to be made by the City of Corpus Christi. I have reviewed the project assessment roll; and personally examined each ofthe 126 parcels ofland therein. In my opinion each such parcel will be specifically benefited by each improvement to be assessed against it; without regard to the community benefit. In addition, it is my opinion that each such parcel will be specially enhanced by such improvement at least to the extent of the assessment stated.
